Notice of Intent to go Sole Source

The notice is for informational purposes only IAW FAR 6.302-1(d)(2) and FAR 5.203(a).

This notice of intent is not a request for competitive proposals. Responses in any form are not offers and the Government is under no obligation to award a contract as a result of this announcement.

United States Special Operations Command (USSOCOM) intends to solicit, negotiate, and award a Sole Source contract for five one-year ordering periods to the developer of the Vulcan Subscription, Cylitix LLC, 1201 Wilson BLVD, Arlington, Virginia, 22209 under the authority of Federal Acquisition Regulation 6.302-1, Only One Source Capable of Satisfying the Agency's Requirements.

The basis of this extension in the Justification and Approval cites unacceptable delays in fulfilling the agency's requirements and substantial duplication of cost that is not expected to be recovered through competition.

This Justification and Approval is based on the fact that Cylitix LLC is the developer and owner of all intellectual property associated with the Vulcan platform. Vulcan has been utilized and validated by USSOCOM since 2016, and extensive time and work has been invested in the platform to meet the specific needs of USSOCOM which is considered as substantial reasoning for awarding a sole source contract to Cylitix LLC.

In addition to the deliverables stated in RFI Posting 24RXXXX_Request for Information, an additional deliverable will be added to the scope of this contract to allow for USSOCOM through Vulcan to Engage with Industry for Special Operations Forces (SOF) Capabilities.This function would allow USSOCOM to provide Capability Areas of Interest, provide a virtual "Front Door" for potential vendors to submit Special Operations Peculiar solutions, and an ability to connect USSOCOM experts with potential vendors for direct feedback on solutions submitted.
