This solicitation is related to the Presolicitation entitled Voluntary Medical Male Circumcision and pre-Exposure Prophylaxis Services in Lesotho (Khanya Project) , Ref Number 72067419XXX posted on July 30, 2019.

The United States Agency for International Development (USAID)/ Southern Africa is issuing this Request for Proposal (RFP) entitled Voluntary Medical Male Circumcision and Pre-Exposure Prophylaxis Services in Lesotho (Khanya Project) .

USAID/Southern Africa is seeking proposals to provide delivery services and technical assistance to support Southern Africa's Voluntary Medical Male Circumcision and Pre-Exposure Prophylaxis Services in Lesotho.

Subject to availability of funds, USAID/Southern Africa plans to award a Performance-Based Cost-Plus-Fixed Fee (CPFF) Completion contract for an anticipated three-year period. The procurement will be conducted through full and open competition, under which any type of organization (large or small commercial [for-profit] firms, educational institutions, and non-profit organizations) is eligible to compete.

The overall estimated cost of this procurement is $15-$20 million.

Background
The United States Agency for International Development (USAID) is seeking proposals to support Southern Africa’s Voluntary Medical Male Circumcision and Pre-Exposure Prophylaxis Services in Lesotho through the Khanya Project.

The project aims to significantly reduce new HIV infections in Lesotho by 2025, aligning with USAID/PEPFAR goals.

Work Details
The contractor will implement comprehensive VMMC and PrEP services targeting adolescent/adult men and at-risk populations such as AGYW, FSW, MSM, and SDC.

Tasks include delivering high-quality VMMC and PrEP services, implementing innovative strategies for service delivery, enhancing demand through social marketing, strengthening supply chain management, and building capacity within the Ministry of Health.

The project will focus on achieving 80% coverage in targeted districts, ensuring quality standards are met, and leveraging local resources for sustainability.

Period of Performance
The contract is anticipated to be performed over a three-year period from the effective date of award.

Place of Performance
The primary place of performance is Lesotho.
