NASA/JSC is issuing a Request for Quotations (RFQ) for the following Commercial item/services:

Design, development, fabrication, and delivery of the VIPER Integrated Avionics Unit, from here on referred to as the IAU. The IAU is a box (or boxes) that controls the VIPER rover, including (but not limited to) Command and Data Handling (C&DH) and power system management.

The NAICS Code and Size Standard are 34511 and 1,250 employees, respectively.

This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-05. This acquisition is being conducting in accordance with the procedures at FAR 13.5 - Simplified Procedures for Certain Commercial Items.

All responsible sources may submit a quotation which shall be considered by the agency.

NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at http://prod.nais.nasa.gov/pub/pub_library/Omb.html.

The solicitation and any documents related to this procurement will be available over the Internet. These documents will reside on a World-Wide Web (WWW) server, which may be accessed using a WWW browser application.

Prospective offerors shall notify this office of their intent to submit an offer. It is the offeror's responsibility to monitor the Internet site for the release of the solicitation and amendments (if any). Potential offerors will be responsible for downloading their own copy of the solicitation and amendments (if any).

Quotes for the item(s) described in the RFQ are due by May 22, 2020 by 4:00 PM Central Time to Shine Lin at shine.lin@nasa.gov and Kristin Tauber at kristin.m.tauber@nasa.gov in order to be considered for award. Late submissions of quotes will not be accepted. Or equal to products or services can be quoted and will be evaluated to determine if they meet technical acceptability of the requirement(s) in this RFQ.

All contractual and technical questions must be in writing (e-mail) to Shine Lin at shine.lin@nasa.gov and Kristin Tauber at kristin.m.tauber@nasa.gov no later than May 11, 2020 by 1:00 PM Central Time. Telephone questions shall not be accepted.
