Voice/ Data Services to Dzith-Na-O-Dith-Hle Health Center

Background
The U.S. Department of Health and Human Services (HHS), Indian Health Service (IHS), is responsible for providing federal health services to American Indians and Alaska Natives. The IHS is the principal federal health care provider and health advocate for Indian people, ensuring that comprehensive, culturally acceptable personal and public health services are available and accessible.

The telecommunication services cover the Eastern Navajo Area, including Dzilth-Na-O-Dith-Hle Health Center (DZHC), which is located in a checkered board area encompassing fee lands, reservation lands, and BLM lands. This requires the contractor to demonstrate unique qualifications as the Local Exchange Carrier (LEC) for the area.

Work Details
The telecommunication contractor will provide telecommunication services including Voice POTs and fax lines, Primary Rate Interface (PRI), and Dedicated Internet Access (DIA) with a bandwidth of 250 Mbps or higher. The contractor shall continue to provide specific service numbers immediately upon award: PRI DIOD numbers from (505) 960-7800 to (505) 960-7899 and from (505) 960-6200 to (505) 960-6219; Voice POTs Group numbers from (505) 960-1801 to (505) 960-1812; and ensure availability of DIA, Voice POTs, and PRI DIODs at all times.

Duties include securing fixed wireless and fiber circuit connectivity between DZHC and NNMC, maintaining a 99.9% uptime service level agreement for circuit availability, responding quickly to accidental circuit outages caused by indirect-related telecommunication personnel, and completing circuit studies upon request for slow transmission rates. The contractor must also implement proper security measures to protect equipment from damage or theft, ensure compliance with patient confidentiality protocols consistent with HIPM Privacy Act and JCAHO regulations, and maintain service availability during power or network outages by coordinating with local power companies.

Period of Performance
The period of performance will be from July 1, 2026, to June 30, 2027.

Bidder Requirements
Bidders must demonstrate unique qualifications as a Local Exchange Carrier (LEC) for the area. This includes having experience in providing telecommunication services in similar environments.
