This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13, as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and A WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation number BBG50-96-Q-16-0037 is being issued as a Request for Quotation. The Special Item Number (SIN) is 541 Advertising and Integrated Marketing Solutions (AIMS) and the NAICS code is 541810/541840. Partial quotations by language campaign will be accepted. The BBG reserves the right to award multiple awards as a result of this combined synopsis/solicitation.
This solicitation document and incorporated provisions and clauses are those in effect from the Federal Acquisition Circular 2005-89, dated July 14, 2016
The Federal Acquisition Regulation (FAR) provision FAR 52.212-2 Evaluation-Commercial Items, applies to this solicitation. The Government will award a Commercial Item, Firm-Fixed-Price, contract resulting from this RFQ to the responsible Offeror(s) whose offer conforming to the RFQ will result in a best value to the Government, based on available budget, experience, past performance and price.

Introduction:
Advertising campaign using billboards or bus ads to promote BBG FM in Kigali, Rwanda which broadcast VOA (Voice of America) English and Kirundi/Kinyarwanda programs.

Period of performance: is for three (3) months effective September 19, 2016 - December 18, 2016.
SOLICITATION ATTACHMENTS:
1. Statement of Work

THE FOLLOWING FACTORS SHALL BE ADDRESSED IN THE QUOTATION AND SHALL BE USED TO EVALUATE QUOTATIONS:
1) Technical Approach: The contractor shall provide a narrative detailing the approach that they will take to meet the requirement for the campaign. The contractor shall illustrate its understanding of the requirement and its ability to provide the required services stated herein.
2) Experience: The Offeror shall provide recent examples (within the past three (3) years) demonstrating its experience in providing the services required under this Solicitation to Governmental and/or commercial customers. Examples provided should be of the same and/or similar services specified herein.
3) Past Performance: The Offeror shall have demonstrated past performance in performing advertising and marketing related services. Quotation shall contain detailed information on past performance and relevant contracts for same and/or similar services with a minimum of three (3) references including contract numbers, points of contact with telephone numbers and email addresses (i.e., the point of contact who can verify performance). The BBG shall evaluate the Offeror's Past Performance pursuant to FAR 15.305(a)(2). Each Offeror's Past Performance shall be determined to be favorable or unfavorable. Pursuant to FAR 15.305(a) (2) (iv), in the case of an Offeror without a record of relevant past performance or for whom information on past performance is not available, the Offeror shall not be evaluated favorably or unfavorably on past performance.
THE FOLLOWING FACTORS SHALL BE ADDRESSED IN THE QUOTATION AND SHALL BE USED TO EVALUATE QUOTATIONS:
QUOTATION: Offerors shall submit a quotation showing the total budget for the ad campaign. The prices shall be provided in English and in United States dollars. The Government shall evaluate the quotation by:

1. Comparing the proposed prices received in response to the solicitation against the IGE and historical prices paid by the Government for the same or similar services;
2. Evaluating the proposed prices against the services being offered.

BASIS OF AWARD
The Government will award a purchase order(s) resulting from this solicitation to the responsible business whose quotation meets the available budget and offers the best price to the government.

Quotations should EXCLUDE graphic designs for the campaign. The BBG Office of Graphics will design and provide all graphic elements needed for the campaign once awarded ad agency provides the sizes of each element to be included in the campaign.

The Government plans to award without discussions, but may conduct discussions if it deems it is in the Government's best interest. In the event that the Government conducts discussions from Offerors who are determined to be in the Competitive Range in accordance with FAR 15.307, it is the intention of the Government to conduct discussion/negotiations either via email or electronic conferencing system at the BBG Office in Johannesburg, South Africa.

Total budget available for ad campaign is U.S. $50,000
Quotation should NOT EXCEED U.S. $50,000

All quotations shall include:

Cover Sheet with the Solicitation Number
Quotation - (including media plan and duration)
Past Performance

Questions: If the offeror is uncertain as to any requirements of the specification(s), such questions shall be directed to the Contracting Officer. Questions shall be submitted in writing via email to jmngoh@bbg.gov. Questions must be received no later than 17:00 GMT on Monday, August 22, 2016. Questions, which are not submitted in writing or are submitted after 17:00 GMT on Monday, August 22, 2016, will not be addressed.

Quotations Due:
Quotations shall be submitted in ENGLISH in electronic .pdf format electronically or via courier and must be received on or before 1700 GMT on Friday August 26, 2016. Telegraphic and facsimile submissions are not authorized by this solicitation and will not be considered.
