THIS REQUEST FOR INFORMATION (RFI)/ SOURCES SOUGHT IS ISSUED SOLELY FOR INFORMATION AND PLANNING PURPOSES ONLY AND DOES NOT CONSTITUTE A SOLICITATION OR CONTRACT.

NOTICE:

This RFI does not constitute a Request for Quotation (RFQ) or a promise to issue an RFQ in the future. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are advised that the Government will not pay for any information or administrative costs incurred in response to this RFI. It is the responsibility of the responders to monitor this site for additional information pertaining to this requirement. Responses or questions concerning the composition and requirements to the RFI will not be returned.

All capable contractors are welcome to respond to this notice and provide a brief capability statement that covers the information in the performance work statement, statement of work or statement of need. The Capability Statement shall be limited to 10 pages and no more than 5MB. The Government will not review or consider any generic marketing materials that do not address the information contained herein.

Your response must address capabilities specific to the services required in the performance work statement, statement of work or statement of need and must include the following:

Whole Health Education Performance Work Statement

FY24 acquisition abridged work requirements

The objectives of this acquisition are as follows, reflecting a combination of continuing the

strong foundation of educational content and delivery, while also creating new programs and curricula to advance Whole Health in VA.

1) Design, develop, and revise Whole Health professional education curricula for large complex/public organizations including but not limited to:

a. Clinicians/professionals/certified healthcare staff

b. Non-clinicians, lay staff

c. Administrative staff

d. Executive leadership

2) Develop team-based inter-professional curriculum around Whole Health principles:

a. Personal vision and mission for life and health;
b. Personalized health planning;
c. Complementary and integrative health and self- care skill-building and knowledge acquisition;
d. Lifestyle and behavior change strategies;
e. Accountability and support to succeed with and from significant other(s), health care team members, and the community.

3) Design, develop, deliver, and facilitate highly experiential Whole Health educational programs, including:

a. Synchronous virtual courses

b. On-site courses

c. Asynchronous courses

d. Education Planning
e. Curriculum Development

f. Learning Pathway development
g. Instructional Design
h. Materials and Tools
i. Evaluation Plan

4) Deploy existing Whole Health Courses (face-to-face and virtual) using highly skilled

faculty with experience in VHA model of Whole Health and update current courses to reflect education as a means of applying concepts versus just teaching concepts.

5) Train Health and Wellness Coaches, Partners, Facilitators, and/or Mentors.

Health and Wellness Coach training must be accredited by the National Board of Health and Wellness Coaches (NBHWC).

6) Develop and deliver highly experiential education programs that offer training in

complementary and integrative health and mind-body skills to augment Well-Being

Programs with a focus on sustainment and support from classroom to practice.

7) Develop and deliver comprehensive and highly experiential education programs that

provide Advanced Clinical Interprofessional Training that advances Whole Health Clinical Care across VHA with a focus on sustainment and support from classroom to practice.

8) Create Whole Health education designed for employee well-being and resilience. Develop innovative educational content that fills the gaps and is focused on advancing Employee Whole Health within the VA.

9) Develop a network of highly-trained national and local high-functioning education faculty

and coordinators with the skills and knowledge to deploy a robust deployment strategy

across all VHA and sustain over time in the form of regional and local learning

ecosystems that in turn offer feedback and advise national strategy.

10) Demonstrates ability to create Veteran-facing education on Whole Health.

11) Utilize an evaluative process to track, assess, and evaluate the effectiveness of the

Whole Health education programs, including Kirkpatrick levels 3 & 4.

12) Provide professional services in website design, maintenance and evaluation. Provides graphic design for packaged and print products applying 508 standards for digital and print materials.

13) Provides expertise and extensive experience with the VHA Talent Management System (TMS). Administers and maintains Whole Health courses within TMS. Creates/edits courses, enters course completions, supports field based Whole Health education and produces ad hoc reports.

14) Ability to phase and stagger learning activities for a large number of professionals in a clinical setting.

Key personnel:

a. experience and credentials in instructional design for the health care industry

b. extensive, enterprise-wide knowledge and experience in integrative medicine and Whole Health practices and principles

c. extensive expertise in training education faculty (both clinical and nonclinical)

d. have extensive experience in training Health and Wellness coaches

e. aligned with course requirements

Work Details
The solicitation outlines the objectives of the acquisition which include designing, developing, and revising Whole Health professional education curricula for large complex/public organizations. It also involves developing team-based inter-professional curriculum around Whole Health principles, designing and delivering highly experiential Whole Health educational programs including synchronous virtual courses, on-site courses, and asynchronous courses.
Additionally, it includes deploying existing Whole Health Courses using skilled faculty with experience in VHA model of Whole Health, training Health and Wellness Coaches accredited by the National Board of Health and Wellness Coaches (NBHWC), creating Veteran-facing education on Whole Health, utilizing an evaluative process to track and assess the effectiveness of the Whole Health education programs including Kirkpatrick levels 3 & 4. Other tasks involve providing professional services in website design, maintenance and evaluation; expertise with the VHA Talent Management System (TMS); and phasing and staggering learning activities for a large number of professionals in a clinical setting.
