Background
The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Veteran Integrated Service Network 23 (VISN23), Network Contracting Office 23 (NCO23) has a requirement for VISN 23 Project Management Support Services. The Contractor shall provide qualified personnel to assist VA Engineering offices with capital and non-capital construction and renovation programs. VISN23 has a continuing program that involves a wide variety of design and construction projects. This program involves both new construction projects and renovations of existing buildings. Some of the existing buildings are historic properties requiring knowledge of preservation of historic buildings. The building types include federal office buildings, federal hospitals, clinics, laboratories, warehouses, and other types of real property. Project sizes range from small remodeling or repair projects to multi-million-dollar new buildings or renovations of existing buildings. At any given time, the projects are in various stages of development from pre-planning through design, construction procurement, construction, and post-construction. The professional and technical services of engineering project support services are required to support VISN23 in the management of these projects.

Work Details
The Contractor shall provide project management, engineering maintenance support, and construction management services to support VISN 23 Capital Asset Management, Planning, and Facilities Engineering. Services shall include assistance with the management of design and construction projects from cradle to grave. This requires space planning, scope development, design support, third-party reviews, submittal reviews, construction administration, field verification of as-built drawings, and creation and updates of as-built drawings.
The services shall also include technical consulting in areas such as civil, structural, acoustical, information technology, life safety code, legionella prevention, and other specialized design areas as required.

Place of Performance
Services performed under this contract will be for the Department of Veterans Affairs, VISN 23 Region. The VISN 23 region includes medical centers, community-based outpatient clinics (CBOC’s), administrative leases, and historical buildings throughout Minnesota, North Dakota, South Dakota, Iowa, Nebraska, Illinois,Wyoming,and Wisconsin.
