Overview of Changes to Medicare Open and Continuous Nursing Home Solicitation

This amendment implements the following revisions to the original solicitation:

1: Solicitation closing date is extended by one year. New closing date is 04 March 2023.

2: Section C Contract Clauses and Section E Solicitation Provisions have been updated to be current as of February 2022.

3: Updated the Black Hills Eligible County list on page 51.

4: Provided clarifications and corrections to Table A of Section one of the B.4 Schedule of Items.

5: Moved VHA Supplemental Contract Requirements for Combating COVID-19 at the end of the PWS as an addendum.

6: Updated the Attachment 2 Wage Determinations to be current to 2022.

Due to the scale of the changes, this amendment effectively replaces the current Solicitation document and attachments issued most recently via Amendment 0002 on October 28, 2021. Please use this announcement only as well as its revised Solicitation and attachments when submitting all proposals to the VA.

Amended Medicare Solicitation Notice: 36C263-20-R-0125 0003The Department of Veterans Affairs, Veterans Health Administration, Network Contracting Office (NCO 23), St. Paul, Minnesota is soliciting proposals from Nursing Homes in the VISN 23 area which include the States of North Dakota, South Dakota, Minnesota, Wisconsin, Iowa, Illinois, Wyoming, and Nebraska to provide community nursing home services under Indefinite Delivery Indefinite Quantity Contracts (IDIQs).

VA initially issued an open and continuous solicitation for this requirement on March 5, 2021. This solicitation is open through March 4, 2023. Proposals will be accepted at any time during this period, up to and including on March 4, 2023. Proposals shall be valid for 180 days from date of receipt. Interested offerors will be responsible for downloading copies of the solicitation (and any subsequent amendments) from that website, and no hard copies will be made available. The solicitation provides instructions to offerors about the proposal submission process. Offerors are encouraged to review the solicitation on the Contract Opportunities website (https://beta.sam.gov/search) and submit their proposal via email to the relevant point of contact as identified in the solicitation as soon as practicable.

In accordance with FAR 52.204-7, System for Award Management (SAM), Nursing Homes must be registered in SAM. Nursing Homes must also register in the VIP database if applicable (VIP registration is required for Service Disabled Veteran Owned Small Businesses or Veteran Owned Small Businesses) under the applicable NAICS. Nursing Homes may obtain SAM information at https://www.sam.gov and Vet Biz information at https://www.vip.vetbiz.va.gov. To be eligible for award, Nursing Homes must be registered in the SAM database. Registration is free and potential offerors are encouraged to visit the SAM website as no IDIQs can be awarded to any offeror not registered in SAM.

NAICS Code is 623110 (Nursing Care Facilities) with a Small Business Size Standard of $30.0M. The classification code is Q402. The solicitation will be issued for full and open competition. Multiple awards are anticipated and will be made on an as needed basis. See County list in the Instructions to Offerors section of the solicitation. All responsible sources must submit a proposal to be considered by VA.

VA will only consider proposals from offerors who are licensed by their respective States and who are Medicare qualified.

Placements will be made in contract nursing home facilities based on availability of facilities and the desires of the veterans and their respective families.
