Background
The Department of Veterans Affairs, through the Network Contracting Office (NCO) 21, is seeking to procure new defibrillator/monitor devices for the VISN 21 Defibrillator Replacement Program. The current inventory of legacy defibrillators has reached end-of-life across all stations, necessitating this procurement to standardize clinical resuscitation capabilities across VISN 21. The goal is to provide fully functional defibrillator/monitor units along with necessary accessories, services, documentation, and training to participating stations.

Work Details
The contractor shall provide the following defibrillator replacements as per the Statement of Work:

- **Locations and Requested Defibrillator Quantities**:
- VA Southern Nevada HCS (Las Vegas): 42 units
- VA Sierra Nevada HCS (Reno): 32 units
- VA Palo Alto HCS: 88 units
- VA Central California HCS (Fresno): 45 units
- VA Northern California HCS (Sacramento and Martinez): 49 units

- **Minimum Requirements for Defibrillator**:
- Maximum dimensions: 9.4 in x 10.3 in x 8.6 in
- Weight: 13.2 pounds with battery
- Includes AC power cord for use in the U.S.
- Rechargeable Lithium-ion Battery Pack
- Integrated Wi-Fi and Bluetooth (functionality can be disabled)
- Color LCD touchscreen (800 x 600)
- Integrated printer
- Self-test capability with pre-connected electrodes
- Dual sensor CPR feedback technology for adults and pediatrics
- Compatibility with Masimo and Nellcor Pulse Oximetry, Non-Invasive Blood Pressure, and mainstream end tidal CO2 – Masimo.

- **Additional Items**:
Selected offer must include chargers, cases, sensors, pads, cables, and a secondary display tablet for clinical staff visibility.

- **Software and Subscriptions**:
Systems may include software tools such as event review or readiness monitoring software. Cloud-based components must remain inactive unless authorized by each station.

Place of Performance
The products will be delivered to various locations within VISN 21 including Las Vegas, Reno, Palo Alto, Fresno, Sacramento, and Martinez.
