Description

The Division of Police has responsibility for providing the efficient processing of visitors to NIH facilities. The DP is looking to upgrade the current Visitor Badging System (VBS) EntryPoint Application and Registration Modules with improved functionality that conforms to the security and regulatory requirements associated with the HHS Foreign National Access Management Policy (FNAMP).

The EntryPoint VBS is utilized at several NIH facilities including the Bethesda Main Campus (BMC), Biomedical Research Center (BRC), Maryland locations, Fort Detrick (IRF), and Rocky Mountain Labs (RML) original Visitor Badging System (VBS. Services to include but not limited to VBS engineering, VBS system planning, VBS system analysis, VBS systems integration and installation support, testing, implementation and deployment for Visitor Badging System (VBS) EntryPoint Application and Registration Modules Phase 2.

Background
The National Institutes of Health (NIH) Division of Police (DP) is tasked with protecting scientific research and the NIH research community. The DP aims to enhance the Visitor Badging System (VBS) EntryPoint Application and Registration Modules to meet security and regulatory standards set by the HHS Foreign National Access Management Policy (FNAMP).

The VBS is currently in use at several NIH facilities, including the Bethesda Main Campus, Biomedical Research Center, Fort Detrick, and Rocky Mountain Labs.

Work Details
The contractor will provide services including but not limited to: VBS engineering, system planning, system analysis, systems integration, installation support, testing, implementation, and deployment for the VBS EntryPoint Application and Registration Modules Phase 2.

The project will be completed in two releases: Release 2.0 must deliver software that aligns with defined requirements by April 3, 2025; Release 2.1 must deliver software that meets requirements and timeline by June 7, 2025. All work must comply with industry standards and be approved by the Division of Police.
