Description

This notice is a Request for Information for the Department of State's Visa Support Services 4.0 program. The U.S. Department of State (State, or the Department), Bureau of Consular Affairs (CA), Visa Office (VO) seeks to build a collaborative relationship with industry to provide a top-notch customer experience in delivery of immigrant visa and non-immigrant visa processing support services crucial to U.S. national security, family reunification, and the U.S. economy. The Department requests information to identify best practices, lessons learned, and innovative ideas to help shape its contemplated Visa Support Services 4.0 (VSS 4.0) program requirements. This Request for Information (RFI) is being issued for informational and planning purposes only.

Background
The U.S. Department of State (State, or the Department), Bureau of Consular Affairs (CA), Visa Office (VO) seeks to build a collaborative relationship with industry to provide a top-notch customer experience in delivery of immigrant visa and non-immigrant visa processing support services crucial to U.S. national security, family reunification, and the U.S. economy. The purpose of the VSS 4.0 effort is to obtain visa processing support services to execute national security requirements and goals, achieve a customer-centric model that meets the needs of external and internal customers, process visa application materials without delay, provide innovative solutions and nimble support for an ever-changing global environment, and fulfill the ongoing digital modernization requirements associated with visa services.

Work Details
The VSS 4.0 objectives include a customer-centric focus, innovation, flexibility, automation and digitalization, problem-solving, surge capacity, diversity, equity, inclusion, and accessibility (DEIA).
The scope of VSS 4.0 will be comprised of five major service categories: National Security Services, Customer Service, Management Services, Logistics, and Site Support.
The work will be operated out of two service centers: the National Visa Center (NVC) in Portsmouth, NH, and the Kentucky Consular Center (KCC) in Williamsburg, KY.
