Description

The scope of this effort contains the services CBP estimates are necessary to support a possible virtualization infrastructure replacement to include advanced technical support and migration services from legacy environment. This encompasses the comprehensive modernization of the CBP enterprise virtualization infrastructure, aiming to replace the existing VMware by Broadcom environment with a robust, scalable, and cost-effective virtualization platform that supports multi-cloud operations and advanced automation capabilities. The proposed solution should support the following services: (1) Platform Modernization and Architecture, (2) Automation and Multi-Cloud Capabilities, (3) Compatibility and Integration, (4) Security and Compliance, (5) Software, Licensing and Support Services, (6) Migration and Implementation Support Services, and (7) Training and Knowledge Transfer.

Background
The U.S. Customs and Border Protection (CBP), Office of Information and Technology (OIT) has a requirement to modernize their virtualization infrastructure to support multi-cloud and expanded automation options. This initiative aims to replace the existing VMware by Broadcom environment with a robust, scalable, and cost-effective virtualization platform that meets CBP's modernization goals.

The current setup includes over 3,000 virtualization hosts across multiple data centers, primarily utilizing Cisco and Dell servers.

Work Details
The contractor will provide services necessary for the comprehensive modernization of CBP's enterprise virtualization infrastructure, including:

(1) Platform Modernization and Architecture;
(2) Automation and Multi-Cloud Capabilities;
(3) Compatibility and Integration;
(4) Security and Compliance;
(5) Software, Licensing and Support Services;
(6) Migration and Implementation Support Services;
(7) Training and Knowledge Transfer.

Specific tasks include supporting two-factor authentication globally, providing managed services for design, engineering, installation, maintenance, lifecycle management of software, scripting support for all Day-x tasks, migration from legacy systems to new solutions during coordinated maintenance windows, developing a detailed Contractor Statement of Work and Project Management Plan including Quality Assurance Surveillance Plan, Risk Management Plan, Transition-In Plan, Transition-Out Plan. All deliverables must adhere to specified formats and be submitted electronically.

Period of Performance
The contract is set for a total of four years consisting of a 12-month base period followed by three 12-month option periods.
