Virtual Weapons Training Sources Sought

Background
The District of Columbia National Guard (DCNG) has identified a critical training gap in preparing service members for high-stress, de-escalation, and use-of-force encounters within dense urban environments populated by civilians. Current training methods limit the ability to safely and consistently replicate complex scenarios essential for developing critical skills.

The objective of this procurement is to acquire a comprehensive virtual weapons training system that enhances force readiness and safety by providing an immersive, scenario-based training platform.

Work Details
The contractor shall deliver one (1) complete Virtual Weapons Training System (VWTS) that includes:
- System Hardware: High-definition projection with a minimum 270-degree field of view or VR headset solution.
- Mobility: Configuration for transport and storage with ruggedized cases.
- Weapon Integration: Support for five (5) trainees, integration with M4 rifle and M17/M18 pistol series using drop-in laser inserts.
- Recoil Simulation: Optional wireless simulated recoil kits.
- Less-than-Lethal Options: Inclusion of simulated OC spray and TASERs.
- Marksmanship Training: Support for skills-builder drills, recording shot placement and timing.
- Software: A substantial library of 800+ interactive video scenarios focused on use-of-force, de-escalation, and crowd control. An Instructor Operator Station (IOS) for real-time control of scenarios. Software licensing for operation and updates during warranty period.
- Performance Analytics: Real-time instructor monitoring with detailed performance data capture. Immediate After-Action Review capability with synchronized video playback.
