This posting is to annouce a Virtual Industry Day for Joint Targeting Toolbox (JTT), which will include an Application Demonstration and an opportunity for One on One Sessions with the Government to disucss this planned upcoming procurement. Please see three attachments for additonal information.

In a continuous effort to provide increased transparency and information to our Industry Partners, AFLCMC/C3CW JTT Program Management Office invites interested vendors to participate in a VOO for the JTT Follow-On Acquisition effort. As a key part of the Government's market research strategy, this VOO will provide a venue for your company to engage in an open dialog with the Government about the JTT Follow-On to help inform industry's understanding of requirements, as well as the Government's acquisition approach. The Government will distribute a DRAFT Performance Work Statement via SAM.gov as a read-ahead for the VOO.
VOO Dates: VOOs will be held virtually on 12 and 13 Nov, 2024 for one-hour time slots from 1300 1700 EST on 12 Nov and from 0900 1700 EST on 13 Nov.
Location: All VOO participation will be conducted via Microsoft Teams

Vendor Point(s) of Contact and Preferred Time: Vendors are asked to provide a lead POC (including name, title, and email address) that will participate in this VOO by 1700 EST on 6 Nov, 2024.
This POC will receive a Microsoft Teams invitation from the Government. In their response, vendors are also asked to rank order their preferred time blocks for their VOO timeslot from 1 to 3:

Government will attempt to accommodate vendor timeslot preferences.
Logistics: The MS Teams invite will be sent no later than 1700 EST on 8 Nov, 2024.
To protect proprietary information and encourage collaboration, each company will have a separate invitation and unique meeting access code. The Government will record these meetings; however, these recordings will be used for market research purposes only and will not be shared outside of the Government's acquisition team. The meeting transcripts will be provided to each vendor's POC by 15 Nov 2024 (Note: Microsoft Teams uses automatic transcription, which the JTT Program Management Office will not edit. The PMO will provide transcripts in their raw form).
Vendor participants are asked to dial-in and be present at least five (5) minutes prior to their designated start time. The Government meeting leader will admit participants through Microsoft Teams. During the demonstration and presentation period, vendors will share their screens and present materials via the Microsoft Teams platform.
Requirements Clarifications and Questions: During each vendor's time slot, the vendor will be allotted up to 30 minutes to present on their capabilities. The remainder of the time will be an open discussion, offering the Government and the vendor opportunity to ask and answer questions in the below format (Schedule of Events).
Schedule of Events: The schedule for each VOO engagement will adhere to the following format and time limits. VOOs will be limited to one hour, including a bi-directional question and answer period.
- Introductions and greetings: 5 minutes Government-led
- Questions/Feedback from Industry to the Government: up to 30 minutes
- Questions from Government for Industry: 20 minutes
- Conclusions: 5 minutes Government-led
Information Restrictions: This forum will be limited to UNCLASSFIED and CONTROLLED UNCLASSIFIED INFORMATION (CUI) only. Proprietary information and trade secrets, if any, must be clearly marked on all materials submitted as part of this VOO. All information received that is marked or verbally stated as being Proprietary will be handled accordingly. Please be advised that all submitted materials become Government property and will not be returned nor will receipt be confirmed. Submitted materials and discussions that are part of this VOO are not offers and cannot be accepted by the Government to form a binding contract.
Additional Instructions: Please send any briefing or demonstration materials to the Government POCs NLT 1700 on 7 Nov 2024.
VOO Questions: Any questions on the VOO should be provided to the Agency POCs identified in this document no later than 1700 on 5 Nov 2024.

Background
The Joint Targeting Toolbox (JTT) program is managed under the Kessel Run (C3C) Division at Hanscom Air Force Base, Massachusetts. It is a cloud-based software application designed to support operations and targeting requirements across various levels of conflict.
The goal of this acquisition is to secure highly qualified professional services from a contractor with demonstrated expertise in planning, developing, fielding, sustaining, and supporting the JTT software application. This initiative is sponsored by the U.S. Air Force’s Air Combat Command and aims to enhance the capabilities of the JTT system for users across the Department of Defense and allied forces.
Work Details
The contractor will provide professional services including:
1. Transition from JTT 5.x to JTT 6.x series.
2. Fielding of JTT software in cloud and on-premises environments.
3. Training for users on JTT 6.x features and capabilities.
4. Sustaining and developing secure JTT software to meet current and future requirements.
5. Maintaining compatibility with legacy systems and establishing new integrations as directed.
6. Providing Help Desk services for end-user issues.
7. Supporting exercises, tests, and real-world operations of JTT software.
8. Scaling services as needed to adapt to real-world events.
Key Performance Personnel (KPP) required include:
- Program Manager with 7 years of experience in Agile software development programs.
- Product Manager with 7 years of experience managing large-scale applications.
- Lead Systems Engineer with 7 years in Agile, DevSecOps, microservices architecture.
- Product Designer with 7 years in user-centered design programs.
Period of Performance
The projected Period of Performance is 5 years, consisting of a one-year Base Period followed by four one-year Option Periods.
Place of Performance
The primary place of performance will be at the contractor's facility; however, travel may be required within the Continental United States (CONUS) and Outside the Continental United States (OCONUS) as directed.
