U.S. Army Corps of Engineers (USACE), Alaska District, is hosting a virtual Industry Day for the Fightertown Recapitalization (FTR) Program. The primary intent of this event is to:

  • Provide a comprehensive program update.
  • Gather crucial industry input as USACE evaluates project construction risks, industry capabilities, and acquisition strategies for the program.
  • Familiarize the industry with the unique facility requirements and innovative delivery methods planned for this effort.
  • Address questions directly from industry partners.

Program Background & Scope

The recapitalization of fighter town at Joint Base Elmendorf-Richardson requires unique purpose-built facilities to meet the unique needs of the fighter mission and operations. This approximated $7B program takes a complete campus approach to recapitalizing the fighter area to ensure all required facilities will be available and synchronized with the mission-driven equipment procurement, personnel movement, and logistical chain needed.

Because existing airfield facilities are unable to support this effort, a new site has been selected to expand the current airfield to accommodate the program.

Proposed Campus Facilities & Infrastructure

The campus will include:

  • Aviation & Maintenance: Aircraft hangars, corrosion control facilities, squadron and other operations facilities, and maintenance shops dedicated to the inspection, testing, repair, and safe handling of aircraft and equipment.
  • Airfield Infrastructure: Airfield pavements including taxiways, aprons, shoulders, and specialized pads.
  • Operations & Support: A munitions complex for storage and maintenance, petroleum operations, and support facilities for visitor control, dining, shipping/receiving, supply/warehousing, and firefighting.
  • Personnel & Training: Housing for unaccompanied permanent party airmen, as well as training facilities for various mission- and support-related functions such as simulators, field training, small arms, and munitions.

Campus Adaptability Note: As the campus design develops, the Government may modify or demolish certain existing facilities if it is determined to be most advantageous to the Government.

Comprehensive Supporting Facilities

To ensure complete and usable facilities, the project incorporates all necessary supporting infrastructure, including:

  • Site preparation, site improvements, roadways, parking, and sidewalks.
  • Extensive utilities such as electrical, water, HVAC, pumps, and lighting.
  • Modern communication systems and backup generators (authorized under Air Force Manual 32-1062).

Future Scope Adjustments: As the campus design develops, additional support facilities may be identified and incorporated into the project if determined to be most advantageous to the Government.

Innovative Acquisition Authorities:
This program intends to leverage the flexible authorities granted in the FY26 National Defense Authorization Act to take advantage of private sector innovative design and construction methods. It will use a combination of Other Transaction Authority (OTA), Progressive Design-Build (PDB), and other execution methods to innovate in delivery, reduce construction timelines, and lifecycle costs. OTA/PDB execution will capitalize on the construction industry's expertise and innovation while avoiding costly and time-consuming federal contracting regulatory burdens. The execution strategy is intentionally non-prescriptive to empower industry partners to innovate and propose the most effective technical solution to meet the defined needs.
