The U.S. Army Corps of Engineers (USACE), Baltimore District, held a virtual Industry Day on July 15, 2021. The Industry event was hosted by USACE - Baltimore District for the purpose of discussing the planning of the East Campus Building 5 (ECB5) Pre-Construction / Construction Services project located at Fort George G. Meade, Maryland.

UPDATE: As a part of the Government's continued efforts to conduct market research and engage industry concerning the referenced project, ECB5, this special notice is being updated to include another attachement with a list of questions for which the Government is seeking additional industry feedback. Please feel free to provide answers to some or all of the questions. Members of the subcontractor community are also encouraged to submit responses to this posting. The Government is considering alternative procurement methods, specifically the use of Early Contractor Involvement (ECI). In accordance with DFARS 236.204 Disclosure of the magnitude of construction projects, the magnitude of this project is over $500,000,000. The North American Industry Classification System code (NAICS) for this acquisition is 236220 Commercial and Institutional Building Construction with a size standard of $39,500,000.00.

The ECB5 program requirements are currently under development, however, ECB5 will be a multi-functional secure facility of approximately 900,000 gross square feet for approximately 3000 4000 people. Supporting parking will be included for 90 percent of the final projected population of required staff. Parking will include a multi-level parking structure for the majority of the ECB5 occupants, parking integral with the facility, as well as surface parking adjacent to and accessed from the entry/exit roadway that services the multi-level structure. The specific requirements for the main facility revolve around Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR) systems.

The virtual Industry Day consisted of an overview of the ECB5 project with key milestones, the status of the acquisition, a discussion on the intended use of the Fixed Price Incentive Successive Target (FPIS) (FAR 52.216-17) clause for this acquisition and lessons learned. Please find attached the ECB5 Industry Day presentation.

Additionally, the Government will be pursuing a one-time deviation to the FPIS clause. Attached is a redline edited version of the clause which shows our proposed changes and the clean edited version of the clause. The Government would appreciate your feedback on our proposed changes and welcome any suggestions that you may find beneficial.
