Description

The Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility (PHNSY & IMF) is issuing a request for proposal (RFP) to Northrop Grumman Corporation (NGC), in accordance with FAR 6.302-1, for a Firm Fixed Price contract to perform repairs on SSTG No. 1 and No. 2 onboard a Virginia Class Submarine.

In accordance with DFAR PGI 206.302-1, a sources sought notice, N32253-24-R-0011, was posted to the Government Point of Entry (GPE), SAM.gov, from 20 MAY 2024 3 JUNE 2024, to determine whether other sources could satisfy this requirement. The Government received no responses from industry indicating capability in performing the requirement.

The applicable North American Industry Classification Systems (NAICS) code assigned to this procurement is 336611 Ship Building and Repair with a size standard of 1,300 employees. The Product Service Code is J020 Maintenance, Repair, Rebuilding of Equipment-Ship and Marine Equipment.

This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisitions Circular (FAC) 2024-05 (published 05/22/2024), DFARS (last updated 05/30/2024) and NMCARS 18-22.

Background
The Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility (PHNSY & IMF) is issuing a request for proposal (RFP) to Northrop Grumman Corporation (NGC) for a Firm Fixed Price contract to perform repairs on SSTG No. 1 and No. 2 onboard a Virginia Class Submarine. The Product Service Code is J020 Maintenance, Repair, Rebuilding of Equipment-Ship and Marine Equipment.

Work Details
The work to be accomplished includes disassembly, inspection, and repair of the Turbine High Pressure (THP) bearing assembly, THP Radial Rotor, Thrust Rotor, inboard and outboard Thrust Stator Assembly of the equipment listed in 1.3 for signs of overheating or defects.
Additionally, technical assistance is to be provided to PHNSY in support of catcher bearing removal and reinstallation.
Repairs also involve removing and replacing the THP Radial Rotor, THP bearing Inboard Thrust Stator, SHIPALT 4950D, as well as machining to final size, installation, and fitting housings and liners for the equipment listed in 1.3.
Micro-balancing, static tuning, dynamic tuning of the SSTG are also part of the work.
The contractor is required to submit reports listing results of each requirement to the SUPERVISOR.
