The Advanced Propulsor Management Office (APMO, Code 808) in the Naval Architecture and Engineering Department (Code 80) of the Naval Surface Warfare Center, Carderock Division (NSWCCD) is responsible for managing the Research and Development (R&D), design, testing, acquisition and delivery of United States Navy submarine propulsors.

This updated synopsis is being posted for the upcoming requirement for the manufacture and delivery of four (4) VIRGINIA Class submarine propulsor Forward Subassemblies. Additionally, this acquisition provides for the requisite material required to manufacture four (4) Forward Subassemblies, associated engineering services, sparing and other manufacturing and support services required to perform the resulting contract. The resultant contract will be a combination of Cost-Plus-Fixed-Fee (CPFF) and Firm-Fixed-Price (FFP).

A draft Statement of Work is attached with this synopsis. No drawings or additional documents will be posted with this synopsis.

This updated pre-solicitation is to notify industry the acquisition strategy has changed to a sole-source procurement that will be awarded to BAE Systems Land and Armaments L.P. It is anticipated the sole-source solicitation will be issued in September, 2023. It is the prospective Offeror's responsibility to monitor the sam.gov website for changes to this notice or announcements related to the solicitation.

This notice is not a request for proposal. Proposals submitted as a result of this pre-solicitation notice will not be accepted and the Government will not reimburse for a proposal/response provided.

Background
The Advanced Propulsor Management Office (APMO, Code 808) in the Naval Architecture and Engineering Department (Code 80) of the Naval Surface Warfare Center, Carderock Division, manages research, development, design, testing, acquisition, and delivery of U.S. Navy submarine propulsors.

This contract provides for the manufacture and delivery of four (4) VIRGINIA Class submarine propulsor forward subassemblies, including requisite materials, associated engineering services, sparing, and support services. The resultant contract will include both Cost-Plus-Fixed-Fee (CPFF) and Firm-Fixed-Price (FFP) line items.

Work Details
CLIN 0001: Manufacture, procure, inspect, test, and maintain material to support production of one VIRGINIA Class Propulsor Forward Subassembly (Item 2 of NAVSEA Dwg No. 245-8483201, Rev B), including snubber assembly, in accordance with references (a)–(h) and Attachments 2, 3, and 6. Government furnishes finished and painted Reference (a) Items 4 and 5, ICCP anodes and cables, forward hydrophone, and connector/cable.

CLIN 0002 (FFP): Manufacture and deliver one Forward Subassembly including snubber assembly per references (a)–(h) and Attachment 3. Provide Final Certification Package (CDRL A001); inspect per CDRL A002; paint per reference (i) and Attachment 3; demonstrate paint facility certification (ref i); qualify syntactic manufacturing (ref e); submit Manufacturing Plan (CDRL A003); provide lifting, rigging, and packing for shipment per reference (k); submit contour verification data (CDRL A004); report deficiencies via VACCS.

CLIN 0003 (CPFF LOE): Engineering services in support of propulsor design review and design change incorporation.

CLIN 0004 (CPFF): Design and manufacturing engineering support for VIRGINIA Class propulsor components and ancillary support equipment.

CLIN 0005 & 0006: Spare and replacement hardware (FFP & CPFF) per Delivery Order/Task Order.

CLIN 0007 & 0008: Repair, alter, refurbish, and replace propulsor components (FFP & CPFF) per Delivery Order/Task Order.

CLIN 0009 (CPFF): Receive, open, and inspect submarine propulsor components; develop cost proposal for restoration or alteration.

CLIN 0010 & 0011: Machine, assemble, inspect, paint, and deliver Government Furnished Property hardware (FFP & CPFF).

CLIN 0012 (COST): Other Direct Costs to support engineering services per Task Instructions.

CLIN 0013 (NSP): Data deliverables per Contract Data Requirements List (DD Form 1423, Exhibit A).

Period of Performance
Delivery of four forward subassemblies via separate task orders at the rate of two shipsets per year: no later than 31 May and no later than 30 June each year. Additional task orders as required.

Place of Performance
Contractor’s facility (location to be determined) for manufacturing, assembly, inspection, painting, and support services. Shipments FOB Origin.

Bidder Requirements
Sole-source procurement to BAE Systems Land and Armaments L.P.

Contractor must comply with DD Form 254 security requirements for access to classified documents and work areas.

Contractor must demonstrate paint facility certification per Propulsor Coating Facility Certification Requirements (ref i).

Contractor must qualify syntactic manufacturing per reference (e) at least 60 days prior to production.

Welding procedures and qualifications must be approved by NAVSEA prior to welding.
