Video Production Library and Multimedia Support Services

The Office for Victims of Crime (OVC) at OJP seeks a sole source task order with Video Action, an approved vendor on the GSA AIMS (Advertising and Integrated Marketing Services) Schedule under SIN 541-4B, to meet the urgent and compelling requirements related to the 2018 National Crime Victims' Rights Week (NCVRW) and the final digitization of OVC's historical video archive library. The work related to the 2018 NCVRW supports OVC's largest public awareness campaign promoting victims' issues, rights, and services in addition to the highly publicized U.S. Department of Justice event, the National Crime Victims' Service Awards Ceremony, held each April. This event is typically presided over by the U.S. Attorney General, Assistant Attorney General of the Office of Justice Programs, and the Director of the Office for Victims Crime, or a designated official from each of these offices.

Video Action will develop, produce, and deliver the National Crime Victims' Rights Week Theme Video, approximately 10-25 National Crime Victims' Service Awards recipient tribute videos, web clips, media compilation reels, and award recipient portraits. Video Action will also complete the development of a digital library including an executable process that all video footage, including Broll filmed during the production of the 2018 NCVRW video project, work is digitized, archived, catalogued, and stored in a manner that is easily searchable, accessible, and retrievable by the Contractor, OVC, or others for use in other video projects as needed. The period of performance for this task order will be a single 12-month base period commencing September 30, 2017 and ending September 29, 2018, with an intended total task order ceiling of $548,617.74

Under FAR 8.405-6(a)(1)(i)(C) this logical follow-on work is permissible because the original task order was placed in accordance with FSS procedures. In the interest of economy and efficiency, a sole source task order award will allow OVC to continue working with Video Action, Inc. On August 8, 2017, OJP issued a small business set aside solicitation as a Request for Quotation (RFQ) DJO-OVC-17-Q- 0076-for a Time & Materials task order. The closing date was August 29, 2017. If awarded, the task order would have included the tasks outlined in this justification. No sources applied to the August 2017 RFQ. As a result, OVC finds itself with an urgent and compelling need to ensure the two tasks noted above are delivered. Even though OJP did their due diligence to procure video services in sufficient time, there is no task order in place to conduct the work for the 2018 NCVRW for which production would have needed to begin August 2017. If a task order is not put in place as soon as possible, the highly publicized 2018 National Crime Victims' Rights Week and the National Crime Victim Service Awards Ceremony could be in jeopardy.
