Description

The Embassy of the United States of America invites you to submit a quotation
for the Video Content Creation in Kuala Lumpur, Malaysia.
The Embassy intends to award a single purchase order / contract for the required
services.
Kindly refer to the attached scope of work (SOW) for further details. Your
quotation must be submitted electronically to KualaLumpurDTO@state.gov
marked Quotation Enclosed "Video Content-19MY3026Q0016 to the
Contracting Officer, General Services Office, Kuala Lumpur on or before 12:00
noon on July 17, 2026.
No quotations will be accepted after that time. For any quotations above $40,000
USD, the Contractor must have valid and active registration in SAM.gov at the
time of proposal submission.

Background
The Embassy of the United States of America in Kuala Lumpur, Malaysia, is seeking a content creation partner to produce video content aimed at engaging online audiences on U.S. policy priorities.

The goal of this contract is to create high-quality videos that can effectively communicate key messages and enhance the embassy's digital presence.

Work Details
The contractor shall create twelve (12) high-fidelity, cinematic videos, each between 30-60 seconds long, optimized for social media distribution across platforms such as Instagram Reels, Facebook, X, LinkedIn, and YouTube.

The proposed topics include:
1) U.S. Businesses and/or Trade in Malaysia;
2) Benefits of U.S. Higher Education;
3) Countering Propaganda;
4) Exchange Alumni;
5) American Exploration of Malaysian Culture.

The contractor must demonstrate a range of production styles including live action, animation/motion graphics, stop-motion, and mixed media. Deliverables must include multiple formats for HD/broadcast distribution and social media compatibility (MP4/MOV), along with transcripts in English and Bahasa Malaysia. The contractor is also responsible for conducting comprehensive research on each topic to ensure accuracy and credibility, aligning content with the interests of the target audience in Malaysia. Video guidelines require TVC quality with professional sound design and color grading, and localization with subtitles in English, Bahasa Malaysia, and Mandarin.
