Background
The Department of Veterans Affairs (VA) is issuing this solicitation for air balancing and testing services to support the VHA Black Hills Health Care System. The goal is to ensure optimal performance of HVAC systems at the Fort Meade Medical Center, Rapid City Clinic, and Hot Springs Clinic.

This contract aims to provide comprehensive testing, adjusting, and balancing (TAB) services to maintain environmental standards in healthcare facilities.

Work Details
The contractor will conduct Testing, Adjusting, and Balancing (TAB) of HVAC systems at specified facilities. Responsibilities include:
- Providing all labor, materials, tools, equipment, insurance, and supervision necessary for the work.
- Conducting semi-annual complete testing with reports due 30 days post-testing.
- Following up on any failed tests within 30 days to ensure compliance with criteria.
- Coordinating schedules with the Contracting Officer's Representative (COR) for testing dates.
- Ensuring all TAB technicians are certified by recognized organizations such as AABC or NEBB.
- Documenting results and providing detailed reports that include findings and recommendations.
- Services may be scheduled Monday through Saturday from 7:00 am – 4:00 pm MT, including Federal Holidays with COR approval.

Place of Performance
Services will be performed at the Fort Meade Medical Center, Rapid City Clinic, and Hot Springs Clinic in South Dakota.
