Background
The Bureau of Land Management (BLM) has a requirement for veterinarian services for the Wild Horse and Burro Program (WH&B Program) in Colorado. The contract will be issued as a Blanket Purchase Agreement (BPA). Vendors interested in bidding must review all attached documents, including the Evaluation Criteria, which will instruct what information is needed to submit a complete package for the bid. Vendors are required to have a current registration in the System for Award Management (SAM) at the time of submitting a proposal/quote. All bids must be emailed to rgvaldez@blm.gov. The local office will not monitor the fax machine or sign for delivered bids, so emailing is the preferred method of submission.

Work Details
The contractor shall provide routine horse and burro veterinary services on an as-needed basis at the Cañon City Holding Facility in Colorado. The facility holds between 300 to 3,000 animals, creating a varied workload that may require services seven days a week. The scope of work includes normal and routine services scheduled 7-10 days in advance, emergency procedures requiring a 2-hour response time, and approximately 30% of the workload involving de-worming, vaccination, and drawing blood samples for equine infectious anemia (EIA). The remaining 70% of the workload includes various treatment categories identified in the schedule. BLM personnel may assist the contractor by performing certain tasks under mutually agreed procedures set forth by BLM policies.
