Veterans Affairs Knowledge Network Satellite Downlink Maintenance

Background
The Veterans Affairs Knowledge Network (VAKN) is an e-learning program designed to distribute educational programs to VA employees through digital satellite technology. It operates approximately 200 downlink satellite antennas at VA facilities across the United States, including Alaska, Hawaii, and Puerto Rico.

The network broadcasts two channels: VA1, which focuses on enhancing the skills of VA staff, and the Veteran News Network (VNN), aimed at providing entertainment and essential information to Veterans and their families. The goal of this contract is to maintain, repair, and replace equipment for the VAKN digital satellite downlink network.

Work Details
The contractor will provide maintenance for the VAKN digital satellite downlink network, which may include site visits, phone support, equipment replacement or repair, and system integration updates. Specific tasks include:
1) Project management overseeing all maintenance activities;
2) Routine maintenance of VAKN downlink systems;
3) Onsite service billed in increments of four or eight hours;
4) Installation of various antenna types (e.g., Prodelin Series antennas);
5) Installation of roof mount frames;
6) Management of Government Furnished Equipment (GFE);
7) Coordination with VA site contacts for service requests;
8) Compliance with applicable federal regulations and standards.

Period of Performance
The contract will have four ordering periods of 12 months each over a total period of five years. Each BPA call will specify its own performance period not exceeding 12 months after the last date of the ordering period.

Place of Performance
The work will be performed at VA facilities located in all 50 states and Puerto Rico.
