**The synopsis for this requirement was previously advertised on the Federal Business Opportunities (FBO) website under N3220517R2002**
Military Sealift Command (MSC) is issuing this Request for Proposal (RFP) for vertical replenishment (VERTREP) services and rotary-wing logistics support under Detachment C. The purpose of the MSC VERTREP contract is to deliver an embarked commercial aviation Detachment Ready For Tasking, and to maintain this readiness throughout the performance period. The Contractor shall supply a Detachment comprised of five (5) pilots, three (3) maintenance personnel, and two (2) commercial helicopters to provide ship-based and/or shore-based VERTREP and other rotary-wing logistics services as outlined in the RFP, without interruptions or degradation of service. The Contractor shall provide all support equipment and supplies necessary to perform the flight operations and required services unless otherwise indicated herein. It is anticipated that the Detachment will be assigned to Combat Logistics Force (CLF) ships forward based in Guam, and used primarily to meet 5th and 7th Fleet requirements, but redeployment to meet other Fleet demands is possible.
This requirement is being solicited as a single, firm-fixed-price contract with reimbursable elements and will consist of a base year and four (4) one-year option periods commencing on 1 October 2018. This requirement is being issued using full and open competition. This requirement is a follow-on to contract N00033-13-C-8000 with Erickson Helicopters, Inc.
