The Naval Surface Warfare Center, Port Hueneme Division (NSWC PHD) is soliciting proposals for the manufacture, assembly, test and delivery of Vertical Launching System (VLS) Universal Canister Electronics Unit (UCEU) NAVSEA part number (p/n) 8660230 and associated cables W2 NAVSEA p/n 8660265 and W3 NAVSEA p/n 8660266, for the Air Dominance Department of NSWC PHD. NSWC PHD is a field activity of the Naval Sea Systems Command (NAVSEA). The Sources Sought notice was posted to Beta.SAM.gov on 3 April 2020.
This solicitation is a request for competitive proposals and will be for full and open competition. This is a build-to-print requirement in accordance with the Government furnished TDP. These drawings are restricted, and can only be made available to DoD Contractors under the Joint Certification Program, upon written request to the Contract Specialist, Ashley Yosuico Krasnoff at Ashley.Yosuico@navy.mil and the Contracting Officer, Nayneet Kaur at nayneet.kaur@navy.mil. Drawings will be made available via CD via FedEx.
Offerors may submit comments regarding solicitation requirements by emailing the Contract Specialist, Ashley Yosuico Krasnoff at Ashley.Yosuico@navy.mil and the Contracting Officer, Nayneet Kaur at nayneet.kaur@navy.mil. The email shall reference the solicitation number N6339420R0014 and include the company name in the subject line of the email. The questions should include the page number and paragraph number or identifier, which pertains to the Offeror's question. Questions received without this information may not be answered. It is required that all questions be received two weeks prior to the closing date of the solicitation. Questions received after the deadline may not be answered prior to the proposal due date.

Amendment 12:
The purpose of this amendment is to 1) change the DPAS rating from DO-A5 to DX-A3 and to 2) incorporate a new ECP NSWC2-2081 SBR CCA Refresh to mitigate the obsolescence issue for some components in the UCEU. The drawings will be sent via DoD Safe. As a result of this change, the solicitation is being reopened and request any changes to the price or technical proposal be identified and be submitted by 01 March 2021 by 12:00PM PST.
Amendment 13:
The purpose of this amendment is to provide the following response to the following question:
- Question: The changes provided associated with Amendment 12 include 7104320 NOR 15 and 7104205 NOR 16. These two NORs swapped out circuit card assemblies 7104322-9 and -19 CCAs for 8652522-9 and -19 in the creation of the 7104320-29 and 7104205-29. In doing so the quantities of the following component parts were doubled on the new boards when compared to the old boards:

Referring to TDP drawings 8660250 and 8660262: Since Government is not providing to Offerers' the 8660262 Acceptance Test Requirements document referenced on assembly drawing 8660250 during the Proposal process, will provide sufficient description of the types of tests and/or test durations described in the document to allow Offerors to adequately estimate the scope of work to be bid? Can provided the Gerber files for the following PCBs? 7104323 (PRINTED WIRING BOARD, SBR) 7104509 (PRINTED WIRING BOARD, HOUSEKEEPING) 7104539 (PRINTED WIRING BOARD, DRIVER, SBR) 7105567 (PRINTED WIRING BOARD, HOUSEKEEPING) Response: These Gerbers will be provided via DoD Safe, but note that the PWB files are reference only. The manufacturer, per the TDP, should be procuring the PWB from TTM as specified in the source control drawings.
