The Naval Surface Warfare Center, Port Hueneme Division (NSWC PHD) is soliciting proposals for the manufacture, assembly, test, final acceptance and delivery of Vertical Launching System (VLS) Module Transformer Platform (MTP), Maintenance Assistance Module (MAM) kit, Onboard Repair Part (OBRP) kit, Installation and Checkout (INCO) spares kit, Depot spares kit, and Lowest Replaceable Unit (LRU) kit, for the Air Dominance Department of NSWC PHD. NSWC PHD is a field activity of the Naval Sea Systems Command (NAVSEA). The Sources Sought notice was posted to SAM.gov on 28 April 2021.

The specifications/drawing package will be available via FedEx or DoD Safe (https://safe.apps.mil/) upon written request submitted from the Offeror to michael.torres4@navy.mil and nayneet.kaur@navy.mil. These drawings are restricted and can only be made available to DoD contractors under the Joint Certification Program.

Offerors may submit comments regarding solicitation requirements by emailing the Contract Specialist at michael.torres4@navy.mil and the Contracting Officer at nayneet.kaur@navy.mil. It is required that all questions be received two weeks prior to the closing date of this solicitation. Questions received after may not be answered prior to the proposal due date.

Background
The Naval Surface Warfare Center, Port Hueneme Division (NSWC PHD) is soliciting proposals for the manufacture, assembly, test, final acceptance and delivery of Vertical Launching System (VLS) Module Transformer Platform (MTP), Maintenance Assistance Module (MAM) kit, Onboard Repair Part (OBRP) kit, Installation and Checkout (INCO) spares kit, Depot spares kit, and Lowest Replaceable Unit (LRU) kit for the Air Dominance Department of NSWC PHD. NSWC PHD is a field activity of the Naval Sea Systems Command (NAVSEA).

Work Details
The contract requires the manufacturing of VLS Launch Sequencer, MAM, OBRP, INCO, Depot and LRU kits in accordance with the documents specified in SOW and the technical data package (TDP). All MTP and associated components kits shall meet all requirements in the TDP and associated specifications.

The OBRP kit contains specific components such as Transformer Power Assy, Power Transfer Assy 115V 60HZ PDP, Circuit Breaker, Resistor Assy PDP. The INCO spares kit contains similar components as the OBRP kit. The Depot spares kit also contains similar components as the OBRP kit. The LRU spares kit contains specific part numbers and quantities for various components.
