GSA Fleet has a requirement to obtain online vehicle web-based wholesale prices. The services are to provide a value from which GSA Fleet can determine how well their sales are going as compared to the weighted wholesale prices for each vehicle in the specific locality where they are being sold.

This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. The acquisition is a full and open competitive solicitation.

A detailed description of the acquisition is attached which includes a description of the contract requirements, terms and conditions, clauses, and provisions necessary for the acquisition.

Background
The U.S. General Services Administration (GSA) is the federal agency responsible for purchasing new vehicles from manufacturers and providing them to other federal agencies. When government vehicles reach the end of their life cycle, they are sold to the public to finance GSA’s automotive fleet purchases.

The goal of this acquisition is to obtain wholesale pricing information for vehicles being sold, which will serve as a benchmark for determining selling prices and measuring sales revenue performance. Ultimately, this will enable GSA’s Office of Fleet Management (GSA Fleet) to maximize net proceeds from vehicle sales.

Work Details
The contract includes online vehicle wholesale valuation services for passenger vehicles, light trucks (under 12,500 GVWR), and medium-duty vehicles (12,500 - 23,999 GVWR). Valuations are required on a state-by-state basis across all 50 states, the District of Columbia, and Puerto Rico.

The contractor must provide wholesale vehicle values via an automated electronic data interface (API) and through manual upload/download retrieval via a web-based portal. Key tasks include:
1. Wholesale Automated Data Transfer: Provide wholesale vehicle values via API including VIN, geographic location, mileage, and condition code; enable immediate retrieval of valuations; handle exceptions when valuations are unavailable.
2. Online Manual Vehicle Valuations: Provide a web-based platform for manual retrieval of valuations with simultaneous access for at least five users; ensure capabilities for adjusting valuations based on geographic location, mileage, and condition; support multiple trim levels.
3. Minimum requirements include calculating values for up to 5,000 vehicles at a time with an annual estimate of up to 40,000 vehicles; providing data in common API formats (JSON, HTML, XML); ensuring compliance with industry benchmarks for auction-level wholesale vehicle values.

Period of Performance
The period of performance includes a base period of one year with four additional one-year option periods.

Place of Performance
The services will be performed in all 50 states, the District of Columbia, and Puerto Rico.
