Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 15, as supplemented with additional information included in this notice. This is a Request for Proposal (RFP) and the solicitation document, and incorporated provisions and clauses are those in effect. The solicitation number associated with this combined Synopsis/Solicitation is #15A00025R00000005.

This solicitation requires registration with the System for Award Management (SAM) at the time an offer or quotation is submitted, excluding the exceptions outlined in FAR 4.1102(a). Registration information can be found at www.sam.gov. All proposal shall be submitted via email to Brandon.Hodnett@atf.gov. All Proposals shall be received by 4:00PM EST on May 7, 2025, and shall reference Solicitation #15A00025R00000005.

The contractor/awardee must comply with provisions and clauses/terms & conditions (T&Cs) incorporated herein via full text and by reference.

Background
The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) is a principal law enforcement agency within the United States Department of Justice dedicated to preventing terrorism, reducing violent crime, and protecting the nation. The ATF performs dual responsibilities of enforcing Federal criminal laws and regulating the firearms and explosives industries. The agency owns a fleet of vehicles including passenger sedans, SUVs, vans, pickup trucks, and motorcycles which are equipped with specialized equipment for law enforcement purposes. This contract aims to provide installation and equipment support for these vehicles.

Work Details
The contractor will be responsible for accepting delivery of a minimum of 50 but no more than 600 vehicles per year. Tasks include: installing vehicle packages, disposing of replaced equipment in compliance with local, state, and federal EPA regulations, and delivering completed vehicle packages to designated locations.

Specific vehicle packages include:
1. Passenger-All Sedans installation: Mobile Radio Kit, Siren System, Visor Light (2), Rear deck lights (2), Wig Wags (2), secure Full Trunk Vault (1), Trunk Locks, Trunk Access Block, Universal Trunk Tray.
2. Compact Sport Utility Vehicles installation: Mobile Radio Kit, Siren System, Visor Light (2), Rear deck lights (2), Grille Lights (2), Full Vault (1) 1 Drawer.
3. Mid-size SUV or Full-size Pickup Trucks installation: Mobile Radio Kit, Siren System, Visor Light (2), Rear deck lights (2), Grille Lights (2), secure Full Vault (1) 2 Drawer.
4. Emergency Equipment installations for various vehicle types including Bomb Technician Trucks and K9 Handler setups.

Period of Performance
The contract will have a base period from July 8, 2025 to July 7, 2026 with options for four additional years.

Place of Performance
The work will be performed at designated locations as specified by ATF.
