(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This is a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2019-01 (Effective 20 Dec 2018) and DFARs Publication Notice (DPN) 20180928 (Effective 26 Oct 2018) Edition. The solicitation is conducted as a commercial item procurement using Simplified Acquisition Procedures (FAR Part 13).

(v) Description of item(s) to be acquired:

The contractor shall furnish all management, labor, uniforms/coveralls, rags, facilities, materials, equipment and transportation necessary to perform the following service to the 412LRS/Vehicle Maintenance at Edwards Air Force Base, CA In Accordance With the Performance Work Statement. The Contractor is responsible for the cleaning or laundering of uniforms and rags and repairing of them when damage results from "normal wear and tear".

(vi) Period of Performance and place:

• 5 Years (est. 01 March 2019 - 28 Feb 2024)
  Performance of service will be at Edwards Air Force Base. FOB Destination delivery terms shall apply to all orders. (vii) The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. Please fill out attached pricing sheet. On the pricing sheet, Offerors are only being asked to fill in the price per month per employee column in the spreadsheet. Provide Cage code when submitting offer (viii) 52.212-2, Evaluation -- Commercial Items (a) The Government will award an Indefinite Delivery/Indefinite Quantity (IDIQ) contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) Price
  (ii) Technically Acceptable with the ability to comply with the PWS (b) Evaluation is on Lowest Price Technically Acceptable (LPTA) basis. All offers will be evaluated on their proposed Total Price. The contract will be awarded to the company with lowest price, which also fully meets all specifications. Only the lowest priced proposal will be evaluated for technical acceptability. The next lowest offer will only be evaluated if the aforementioned offer is not found technically acceptable (and so on). Award will be conducted under the provisions of FAR Part 12, Commercial Items, and FAR 13, Simplified Acquisition Procedures. Submit only written offers; oral offers will not be accepted.
