The U.S. Army Corps of Engineers, Jacksonville District is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for Vegetation Removal Services at Ca o Mart n Pe a, San Juan, Puerto Rico. The proposed project will be a Firm-Fixed-Price (FFP) Contract with a period of performance of twelve (12) months for Vegetation Removal Services at Cano Martin Pena, San Juan, Puerto Rico. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 562910, size standard 750 employees.

There is NOT a solicitation. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred.

The purpose of this synopsis is to gain knowledge of interest, capabilities, and qualifications of various members of industry, namely the Small Business Community to include Section 8(a), Service-Disabled Veteran-Owned Small Business (SDVOSB), Women-Owned (WOSB) and Historically Underutilized (HUBZone) concerns. The Government must ensure there is adequate competition among the potential pool of responsible contractors.

Description of Services:

Background:

The Ca o Mart n Pe a (CMP) is a waterway approximately 4 miles long, connecting San Juan Bay and San Jos Lagoon, in metropolitan San Juan, Puerto Rico. It is part of the San Juan Bay Estuary (SJBE), the only tropical estuary that is included in the U.S. Environmental Protection Agency (EPA) National Estuary Program. The total drainage area of the CMP is about 4 square miles (2,500 acres). The eastern 2.2-mile-long segment of the CMP and adjacent areas, including the San Jos Lagoon, are the focus of the Ca o Mart n Pe a Ecosystem Restoration Project.

Scope of Work:

The removal of approximately 40 acres of terrestrial and aquatic vegetation within and along the banks of the Ca o Mart n Pe a from Luis Munoz Rivera Bridge to San Jose Lagoon in San Juan, Puerto Rico. The vegetation removal activities will include but are not limited to cutting, mulching, grinding, and physical removal.

Vegetation Removal Terrestrial (Base):

Terrestrial vegetation removal activities shall include mowing, cutting, mulching, grinding, and physical removal of all types of vegetation found on the project limits. Vegetation shall be cut to within 15 centimeters (6 inches) or less of the ground level with roots and stumps left in place. Vegetation to be removed also includes dead or fallen vegetation debris. Approximately 40 acres of the work area are considered terrestrial (above mean high water).

Vegetation Removal Aquatic (Base, if encounter):

Aquatic vegetation removal activities shall include cutting, mulching, grinding, and physical removal all types of vegetation found on the water within the project limits. Floating vegetation shall be removed from the water and rooted aquatic vegetation shall be cut at the water surface. Vegetation to be removed also includes dead or fallen vegetation debris.

Vegetation Disposal (Base):

Vegetation removed shall be processed as needed (mulching, grinding) and transported to an appropriate upland facility for disposal (example landfill or composting facility). Burning is not allowed in the Commonwealth of Puerto Rico.

Firm's response to this Synopsis shall be limited to (10) pages and shall include the following information:

  1. Firm's name, address, point of contact, phone number, website, and email address.
  2. Firm's interest in bidding on the solicitation when it is issued.
  3. Firm's capability to perform a contract of this magnitude and complexity (include firm's capability to execute comparable work performed within the past (5) years.
  4. Brief description of the project, customer name, timeliness of performance, customer satisfaction, and dollar value of the project) provide at least 3 examples.
  5. Firm's Business category and Business Size Other than Small, Small Business, 8(a), SDVOSB, WOSB, or HUBzone. If your firm is a Small Business, be sure you understand the performance of work requirements for your specific socioeconomic category. i.e. SB, 8(a), SDVOSB, WOSB, or HUBZone.
  6. If significant subcontracting or teaming is anticipated in order to deliver technical capability, firms should address the structure of such arrangements to include Joint Venture information if applicable existing and potential.

All responses to this sources sought notice/market research will be evaluated and used in determining acquisition strategy.
