Vegetation Clearing, Tree Trimming, Fence Line Cleanup, and rock/weed barrier removal and replacement with wood mulch

Background
The United States Department of Agriculture - Agricultural Research Service (USDA ARS) requires comprehensive vegetation management services to prepare designated areas of its property for future use and to maintain safe, accessible, and operationally ready grounds.

The site currently contains unmanaged growth including dense brush, small trees, overgrown vegetation, and vines entangled in the perimeter fence. The goal of this contract is to ensure full clearance and prevent future encroachment on structures, utilities, and fencing.

Work Details
The Contractor shall provide all labor, equipment, and materials necessary to complete vegetation clearing, tree trimming, and fence-line cleanup. Specific tasks include:
1) Removal of all overgrown vegetation including brush, small trees, weeds, and invasive plants;
2) Mowing or trimming remaining grass to a uniform height;
3) Ensuring that the riprap located underneath the brush remains intact and is not disturbed during clearing operations;
4) Preventing damage to nearby structures, utility poles, or protected vegetation;
5) Documenting any existing fence damage caused by vegetation in the completion report.

Bidder Requirements
This acquisition is set-aside for small business concerns with a size standard of $9.5 million. Bidders must demonstrate their ability to perform the required services in accordance with the statement of work. A simple statement of capabilities will not suffice; bidders must provide detailed explanations addressing how they will accomplish the requirements outlined in section 2 of the SOW.
