Background
The U.S. Air Force intends to establish a sole-source Blanket Purchase Agreement (BPA) with Pickering Interfaces Inc. for repair and calibration services of VDATS component parts. The goal of this contract is to support the 581st Software Engineering Squadron (SWES) by providing necessary technical support and repair services for VDATS, which is crucial for testing multiple aircraft systems.

The BPA aims to ensure that the Air Force can maintain operational readiness through reliable support for their diagnostic equipment.

Incumbent Analysis (see Incumbents section for more detail)
This opportunity appears to have a confirmed incumbent and/or closely related prior contract history supporting VDATS component repair and calibration for the 581st SWES at Robins AFB. Prior BPA awards under FA857121A0013/0014/0015 provided technical support and repair/calibration of VDATS component parts, including troubleshooting, OEM-spec repairs, furnishing all materials/labor/tools/equipment, and shipping repaired items back with tracking and warranty/quality controls. The current requirement similarly calls for OEM-authorized access to proprietary technical data/software and performance of troubleshooting, repair, calibration, and shipment of VDATS parts, indicating continuity of the same type of depot-level support service.

The Government intends to establish a sole-source Blanket Purchase Agreement (BPA) with the Original Equipment Manufacturer (OEM), Pickering Interfaces Inc., for repair and calibration services for Pickering VDATS component parts. The anticipated BPA ordering period is 5 years.

The required repair and calibration services require access to proprietary OEM technical data, software, diagnostic tools, test equipment, and procedures. Based on market research conducted on [date(s)], the Government has identified no OEM-authorized distributors, partners, or third-party resellers authorized to perform the required repair and calibration services. Accordingly, the Government currently believes that Pickering Interfaces, Inc. is the only responsible source capable of meeting the requirement.

All responsible sources may submit a quotation which no later than the close date and time of this solicitation and should demonstrate current OEM authorization to service and callibrate parts, and the ability to access the proprietary technical data, software, diagnostic tools, test equipment, and procedures necessary to perform the requirement.
