Description

The Joint Base Lewis McChord Health Contracting Branch, is issuing this sources sought notice. The sources sought is being issued as a means of conducting market research to identify industrial capabilities that might exist in order to support an upcoming requirement for a non-invasive physiologic testing system designed to evaluate artery disease (PAD) in support of the Vascular Department at Madigan Army Medical Center (MAMC), Joint Base Lewis- McChord, Washington. For additional information regarding the technical specifications, please draft list of salient characteristics.

Based on the responses to this sources sought notice, this requirement may be set-aside for small business (in full or in part) or procured through full and open competition (unrestricted), the government intent at this time is for a single award. All small business set-aside categories will be considered. Telephonic inquiries will not be accepted or acknowledged, the government will not be providing evaluations or comments to companies providing sources sought responses, but the responses will be used to inform the government as to the best means of procuring this requirement.

This sources sought notice is for informational purposes only. This is not a Request For Proposal (RFP) to be submitted. It does not constitute a solicitation and shall not be construed as a commitment by the government. Project Background

This action is for the procurement of one noninvasive physiologic testing system designed to evaluate peripheral artery disease (PAD). The current machine is three (3) years past life expectancy and has been showing signs of decline in performance since beginning of 2023.

Background
The Joint Base Lewis McChord Health Contracting Branch is conducting market research to identify industrial capabilities for a requirement involving a non-invasive physiologic testing system designed to evaluate peripheral artery disease (PAD). This system will support the Vascular Department at Madigan Army Medical Center (MAMC) located at Joint Base Lewis-McChord, Washington. The current machine has exceeded its life expectancy by three years and is showing performance decline since early 2023.

Work Details
The contract entails the procurement of one non-invasive physiologic testing system, specifically the Vasculab GSX (FDA K131860) or an equivalent product. Key specifications include:

- At least One Full Day On-Site Installation/Training.
Performance requirements include:
- Must provide diagnostic non-invasive physiologic measurements for exams such as ABI, WBI, Raynauds, TOS, TBIs, DBIs.
- Must meet IAC standards for producing diagnostic exams and allow for proper ergonomics of the operator.
- Must communicate with PACS/DICOM and include DICOM Modality Worklist (MWL), Storage (Store), and Structure Reporting (SR).
- The system must be portable and operate solely on battery for up to 12 hours.
- Must include a camera equivalent to LOGI-C920 Logitech C920 High Definition Web Camera and an Infrared Thermometer equivalent to TEMPLXTA DT-RS232 (Model: LXTA).
