Vandenberg AFB Solar Electric RESA   2

The contractor shall furnish all labor, materials, tools, equipment, and incidentals required to produce and deliver solar electric power, to Vandenberg AFB via a contractor-owned and operated Renewable Energy Generation System (REGS). The contractor is responsible for providing an interconnection agreement, maintenance, and ancillary services to properly deliver the power to the point of common coupling throughout the contract. The Government will purchase the power output from the REGS, measured in kilowatt-hours (kWh), via a long term contract under a firm-fixed price.

DLA Energy is soliciting this requirement under the authority provided by 10 USC 2922(a), which grants military installations authority to enter into contracts for periods up to 30 years for the provision and operation of energy production facilities on real property under the Secretary's jurisdiction, or on private property, and the purchase of energy produced from such facilities.

The solicitation is issued as a Request for Proposal (RFP) and has incorporated provisions and clauses as in effect through the Federal Acquisition Circular (FAC) 05-66. Additional requirements may be added by Amendment. All responsible sources may submit a proposal, which shall be considered.

An on-site Pre-Proposal Event has been scheduled for either October 15 or 16, 2014. The Vandenberg AFB Solar Electric RESA Pre-Proposal Event is an industry focused event and has a maximum capacity of 200 participants. Registration is on a first-come, first-serve basis and is limited to two (2) persons per company. Registration closes when capacity has been reached or on September 26, 2014 at 5:00 pm EST - whichever comes first. Registration for Industry Day should be submitted to dlaenergy.rteam@dla.mil no later than 5:00 pm EST, on September 26, 2014.
