Background
The contract is issued by the Vance Air Force Base (AFB) with the goal of repairing and enhancing outdoor exercise facilities. The mission of the agency is to maintain and improve military training environments, ensuring that service members have access to quality athletic facilities. This solicitation is a 100% Small Business Set-Aside, emphasizing support for small business contractors.

Work Details
The work consists of removing and replacing the existing running track surface with a new running surface and repairing substrate as required. Additionally, the contractor will lay artificial turf around the outdoor exercise facilities.

There are bid options to lay artificial turf in the football field and the infield around the football field bordered by the running track. The project magnitude is estimated between $1,000,000 and $5,000,000. The specific tasks include:
- Repairing and replacing the running track surface
- Installing artificial turf on the exercise area located southwest of the running track and north of the gymnasium
- Bid Option 1: Replace existing grass multipurpose field with athletic field turf
- Bid Option 2: Replace grass infield bordering the multipurpose field and interior of the track with athletic field turf.

Period of Performance
The contractor shall begin performance within 45 calendar days after receiving notice to proceed and complete it within a total of 165 calendar days. If bid options are awarded, an additional 30 calendar days will be added for each option.
