Instructions for Vance AFB BOS Pre-Proposal Conference

The 71st Flying Training Wing (FTW) is excited to engage with industry and to provide an opportunity to understand and observe the requirements associated with Vance BOS. Please note:
- Submit the visitor screening template attachment confirming self-certification of 14-day self-isolation and instructions for submission. (See Attach 17)
- Due to changing mandates based on COVID-19 impacts, the pre-proposal conference may be cancelled at any time, travel and travel costs are at the risk of attendees.
- Attendance is not required for proposal submission.
- All Q&As (Round Two) received after the pre-proposal conference will be published on beta.SAM.gov.
- All Questions and Answers during the site visit must be submitted as a Question to the 338 ESS in order to be official. Answers provided during the site visit are unofficial.
- Due to social distancing measures, a limit of 2 representatives for each Prime Contractor will be allowed.
- Interested parties are encouraged to submit no more than 5 additional back-up representatives to attend the pre-proposal conference, adequate representation will ultimately be the responsibility of the potential Offeror.
- Due to the time constraint number of questions submitted in Q&As (Round Two) are limited to 40 per Offeror.
- All questions shall be submitted no later than COB, 18 September 2020.
All participants scheduled for the VANCE BOS visit MUST complete and submit the visitor screening template attachment NLT COB, 07 August 2020. All participants must comply with the guidance embedded in this screening template. By executing and submitting this template all participants are certifying that their answers are true and that they will comply with the guidance set forth in the template.
71 CONF will not sponsor VAFB access for any participant who does not submit and comply with the guidance in the attached template. All participants on site must have a completed template on file before being permitted to participate. Completed forms will be retained by 71 CONF.

ORIGINAL POSTING
The 338th Specialized Contracting Squadron (SCONS), at Joint Base San Antonio (JBSA)
Randolph, Texas (TX), is issuing this Solicitation for non-personal services of Base
Operations Support (BOS) at Vance AFB in Enid, Oklahoma (OK). The solicitation identifier is FA300220R0007. The North American Industry Classification System (NAICS) code 561210 - Facilities Support Services, with a small business size standard of $41.5 million, Service Code: S216, Facilities Operations Support Services. The period of performance will consist of a 45-day mobilization period, a 12-month base, four (4) 12-month options, and the possibility of two (2) 12 month incentive options. The proposed solicitation will be a 100% Small Business (SB) set-aside.
This requirement involves providing non-personal Base Operations Support (BOS) for the 71st Flying Training Wing (FTW) located at Vance AFB, near Enid (Garfield County), OK. The 71st FTW supports one wing, with a permanent party population of about 2,150 and roughly 3,100 additional beneficiaries of installation services. The Wing exercises stewardship over an installation comprising of 294 facilities and three runways on 2,123 acres. Additionally, the requirement includes Kegelman Auxiliary Airfield (AAF), near Jet, OK, comprising of 34 facilities and one runway on 1,066 acres. The Wing's primary mission is threefold; (1) the execution of the Specialized Undergraduate Pilot Training (SUPT) Program; (2) the preparation of forces to support mobility taskings; and (3) the execution of mission directives. The services included are Civil Engineering, Fire and Emergency Services (F&ES), Logistics, Communication and Information Technology, Community Services, Furnishing Management Office (FMO), and Visual Information Services.
The above description of work is for the purpose of general information only and is not intended encompass the entire scope of work.
A pre-proposal conference is expected to occur prior to proposal submission date, however, due to COVID-19 the conference dates are postponed at this time. The conference is expected to be held at Vance AFB, OK over a 5 day period, with the first and last day as travel. The Government will continue to monitor the situation and will provide updates as more information becomes available.
The Government will host two rounds of questions. The first round of questions must be submitted by 20 April 2020 NLT 10:00 AM CST. Please submit all questions to the POCs listed below.
The second round of questions will be accepted following the pre-proposal conference at Vance AFB, Oklahoma. More information will be provided at a later date.
The Government will attempt to answer all questions, but will not accept questions submitted after the due date stated above.
