This combined Solicitation/Synopsis is for the acquisition supporting the VALENT Mission Event Demonstration. A Commercial contractor will provide ship, labor, and equipment for supporting Exploration Ground Systems (EGS) Landing & Recovery (L&R) operations to transport the Command Module Training Article (CMTA) to designated drop zones for open water simulation training with the CMTA using L&R personnel and required Ground Support Equipment (GSE) for DoD training of rescue personnel.

*Please Note* A future update to this solicitation/synopsis via "Amendment 1" will add Department of Labor minimum wage determinations for positions required as part of the service of this awarded contract within Brevard county. Proposals will not be accepted until after the official release of "Amendment 1". Prepare offers accordingly, however all associated labor provided in your proposal must meet the minimum wage requirements as provided by the Department of Labor wage determination within "Amendment 1".

This notice is being issued as a Request for Quote (RFQ) under solicitation number 80KSC024R0015 for the VALENT Event Demonstration.

The NAICS Code and Size Standard are 483113 and 800 employees, respectively. The offeror shall state in their offer their size status for this acquisition.

All responsible sources may submit an offer, which shall be considered by the agency.

FAR 52.212-4, Contract Terms and Conditions-Commercial Items, (NOV 2023), FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, (MAY 2024) is applicable along with the following identified clauses in the attachments.

This posting, in addition to any attached documents, will be available on www.sam.gov. Potential offerors will be responsible for downloading their own copy of the 80KSC024R0015 announcement and all related attachments for this combination synopsis/solicitation and amendments (if any).

Prospective offerors are encouraged to notify this office of their intent to submit an offer. All contractual and technical questions must be submitted electronically via email to Joshua Giraud at joshua.giraud@nasa.gov not later than June 3, 2024 at 3:00 PM (EST). Telephone questions will not be accepted.

Responses to this combined synopsis/solicitation shall be submitted in accordance with the clauses and provisions in the attachments.

Background
This combined Solicitation/Synopsis is for the acquisition supporting the VALENT Mission Event Demonstration. The purpose of this SOW is to obtain commercial ship support for the execution of the End-to-End mission Validation Event (VALENT) for the Department of Defense (DoD) to validate the time and number of rescue personnel required to perform Flight Crew Rescue and Command Module (CM) Retrieval in the event the CM lands at a site and/or time other than the Nominal End of Mission (NEOM) landing.

Work Details
This statement of work (SOW) defines the tasks to be performed by a commercial contractor to provide ship, labor, and equipment for supporting Exploration Ground Systems (EGS) Landing & Recovery (L&R) operations to transport the Command Module Training Article (CMTA) to designated drop zones for open water simulation training with the CMTA using L&R personnel and required Ground Support Equipment (GSE) for DoD training of rescue personnel. The contractor shall include a total cost to lease the commercial ship to support VALENT for a total of 9 days. The contractor shall meet the technical requirements and standards as specified in the SOW.

Place of Performance
Locations for VALENT will take place approximately 12 nautical miles for Ascent Abort simulation and approximately 3 nautical miles for Pad Abort simulation in the Atlantic Ocean East of Port Canaveral, Florida off the coast of Cape Canaveral Space Force Station.
