RFP 36C26225R0042 PARKING SERVICES

Request for Proposal for 200 Unreserved Parking Spaces for VA staff, of which 40 will be Covered Overnight Parking for Government Vehicles, and 350 Monthly All-Day Parking Validation Stickers or Equivalent for VA patients and Contracted staff Located at Los Angeles Ambulatory Care Center, VA Greater Los Angeles Healthcare System (VAGLAHS).

Background
The Department of Veterans Affairs (VA) is issuing this Request for Proposal (RFP) to establish a contract for parking services at the Los Angeles Ambulatory Care Center (LAACC), part of the VA Greater Los Angeles Healthcare System (VAGLAHS).

The goal of this contract is to provide secure parking solutions for VA staff, contracted personnel, and patients, ensuring accessibility and safety in line with the agency's mission to serve veterans.

Work Details
The contractor will be responsible for providing the following services:

1. Secure unreserved parking spaces for up to 200 vehicles within a quarter-mile of LAACC.
2. 40 covered overnight parking spaces specifically for government vehicles included within the total of 200 spaces.
3. 350 monthly all-day parking validation stickers or equivalent for VA patients and contracted staff.
4. Maintenance of the parking area, including keeping it free from trash and debris, ensuring clearly marked driving lanes and spaces, and providing handicap-accessible parking spots.
5. Security measures including lighting and monitoring by security staff to prevent unauthorized access.
6. A full-time supervisor must be present during operational hours to manage concerns and incidents, with duties including customer relations and reporting incidents to the Contracting Officer's Representative (COR).
7. Monthly reports detailing vehicle accommodation numbers, unusual events, and incidents involving users of the parking lot must be submitted to the COR.

Period of Performance
The estimated period of performance is from August 1, 2025, through July 31, 2026, with options for four additional one-year periods.

Place of Performance
Parking services will be provided within a quarter-mile radius of the Los Angeles Ambulatory Care Center located at 351 East Temple Street, Los Angeles, CA 90012.
