Description

This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

This solicitation, N6426725R1100, is issued as a request for proposal (RFP). The NAICS code is 334519 and the size standard is 600 employees. The scope of this effort is to procure a minimum quantity of one (1) and up to an additional six (6) for a maximum quantity of seven (7) Vacuum Sensor Calibrators under an indefinite-delivery, indefinite-quantity contract lasting three (3) years. Proposals will be evaluated on three factors: technical, past performance, and evaluated price.

The provision at FAR 52.212-1, Instructions to Offerors-Commercial Products and Commercial Services, applies to this acquisition. Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Products and Commercial Services, with their proposal. Submission of Questions - Offerors may submit questions or request clarification of any aspect of this solicitation. It is the Offeror's responsibility to bring to the attention of the points of contact at the earliest possible time, but prior to the closing date, any ambiguities, discrepancies, inconsistencies, or conflicts between the statement of work and other solicitation documents attached hereto or incorporated by reference. Each question should identify solicitation number, document, page number, paragraph number or other identifier relating to the question. Questions without this information may not be answered. Acknowledgment of questions received will not be made. The deadline for receipt of questions is 12 calendar days following the issuance of this solicitation . Although every effort will be made, the Government makes no guarantee that questions received after the date above will be answered.

Background
The Naval Air Systems Command (NAVAIR) Metrology and Calibration (METCAL) Program has a requirement to procure commercially available Vacuum Sensor Calibrators (VSC) as per Calibration Standards Specification (CSS) FY20-JAX-0001, MAR 2025.
The goal of this contract is to replace the current VSC with one that has new capabilities and comprehensive life-cycle support, specifically for calibrating thermocouple vacuum gages, thermocouple, cold cathode, and capacitance sensors monitoring vacuum furnaces.

Work Details
The contract involves procuring a minimum of one (1) and up to six (6) Vacuum Sensor Calibrators, for a total maximum quantity of seven (7).
The following deliverables are required:
1. Operator/Service Manual(s) (CDRL T001)
2. Calibration Certification and/or Certificate of Conformance Reporting (CDRL A001)
3. Instrument Calibration Procedure (ICP) (CDRL A002)
4. Software/Firmware Version Description (CDRL A003)
5. Software/Firmware Version Change Request (CDRL A004)
6. Repairable Parts List (CDRL A005)
7. Warranty of at least one calendar year from date of shipment
8. Warranty Sticker affixed to the unit enclosure
9. Serialization of all procured systems
10. Training course syllabus for a three-day training course for up to ten persons at a Government facility (CDRL A006).

Period of Performance
The contract will last for three years.
