Description

Background
The Department of Veterans Affairs Central California Healthcare System (VACCHCS) requires pharmacy certification testing in compliance with United States Pharmacopeia (USP) standards. The goal of this contract is to ensure that the facility's clean rooms meet the necessary health and safety regulations for sterile compounding.

The contract will be administered by the Network Contracting Office (NCO) 21, and it includes a base year with four option years for continued service.

Work Details
The contractor shall provide CETA certified technicians to perform semi-annual certification testing for clean rooms at the Fresno VA Medical Center. The services include:
1. Compliance testing with USP<795>, USP<797>, and USP<800> standards, as well as ISO regulations and VHA directives.
2. Testing must occur every six months, not exceeding 180 days between tests.
3. Comprehensive testing includes airflow measurements, HEPA filter integrity tests, nonviable particle counts, airflow visualization studies, viable particle sampling, and differential pressure measurements.
4. A preliminary report must be provided within 24 hours of testing completion, followed by an official report within 30 days.
5. The contractor must also conduct out-of-cycle tests if notified by the COR due to modifications or failed tests.

Period of Performance
Base Year: 02/05/2027 - 02/04/2028; Option Year 1: 02/05/2028 - 02/04/2029; Option Year 2: 02/05/2029 - 02/04/2030; Option Year 3: 02/05/2030 - 02/04/2031; Option Year 4: 02/05/2031 - 02/05/2032.

Place of Performance
Fresno VA Medical Center - 2615 E. Clinton Ave., Fresno, CA 93703

Bidder Requirements
Bidders must have at least two CETA certified technicians on staff who are located within a 250-mile radius of the Fresno VA Medical Center. They must provide documentation of active CETA certifications and evidence of prior experience performing USP certification testing in compliance with VHA directives within the last five years.

Incumbent Analysis (see Incumbents section for more detail)
This opportunity appears to have a confirmed incumbent based on prior pharmacy certification testing work under contract 36C26126P0397 awarded to Technical Safety Services for $25,067 (02/06/25–02/04/27). The prior effort is described as “PHARMACY CERTIFICATION TESTING,” and the current requirement similarly calls for semi-annual clean room certification testing for sterile compounding in accordance with USP standards (USP <795>, <797>, and <800>) and related VHA directives, including required test reporting timelines. The overlap in pharmacy clean room certification scope suggests the current work may be a continuation of the same recurring compliance testing function at the Fresno VA Medical Center.
