VA - Video telematics for Vehicle Transportation Program - MRAS

The Department of Veterans Affairs (VA), in collaboration with the U.S. General Services Administration (GSA), is seeking to enhance the safety and efficiency of its Veteran Transportation Service (VTS) fleet through the implementation of a comprehensive video telematics system. This initiative aligns with the VA's commitment to providing high-quality transportation services to veterans, ensuring their safety, and maintaining operational excellence. The primary objective is to equip VHA fleet vehicles with state-of-the-art video monitoring systems that will offer real-time insights into vehicle operations and passenger interactions.

The scope of work involves the procurement, installation, and maintenance of dual-camera systems in approximately 20 to 50 VTS vehicles. Each vehicle will be fitted with a forward-facing road-view camera and an interior passenger-facing camera. These cameras are required to capture high-resolution video footage that includes GPS data and time stamps for precise incident tracking. The contractor will be responsible for ensuring that all equipment is robust enough for commercial fleet use, seamlessly integrated within each vehicle's infrastructure, and capable of continuous recording while the vehicle is operational.

Additionally, a secure cloud-based storage solution must be established to facilitate automated video uploads and provide authorized VHA personnel with easy access for video retrieval as needed. The storage system should support a web-based dashboard for efficient management of video files, including search capabilities by date, time, GPS location, or specific events. Compliance with federal information security standards and VA data protection policies is mandatory to safeguard sensitive veteran information.

The contractor will also deliver training sessions for VHA staff on system operation and video retrieval processes while providing comprehensive documentation such as user manuals and quick-reference guides. Installation will take place at designated VHA locations while cloud services are managed remotely within secure environments. The contract includes provisions for warranty coverage on hardware/software components along with technical support services to address any performance issues during normal business hours.
