Description

The U.S. General Services Administration (GSA), on behalf of the Department of Veterans Affairs (VA), is conducting market research to explore capabilities related to data governance and standardization within the Veterans Health Administration's (VHA) Office of Supply Chain. The primary objective is to develop and sustain data standards that support Asset Management System (AMS) environments, improving service management across Healthcare Technology Management, Facilities Management, and Asset Management communities. This initiative aims to enhance data quality and consistency, thereby facilitating better outcomes for VA employees and veterans.

The scope of work involves analyzing existing data structures and establishing enterprise-wide data standards that span equipment inventory, maintenance records, work orders, and spatial data across AMS environments. This effort will enable the VHA to maintain consistent data structures while preparing for future modernization initiatives. The project is not a one-time activity but rather aims to establish a continuously operating enterprise capability for asset data standardization, normalization, and readiness.

To achieve these goals, the contractor will be tasked with developing AMS data standards applicable to both current and future state AMS environments. This includes utilizing inputs from technology demonstrations of next-generation AMS solutions. Additionally, the contractor will be responsible for skill-building activities aimed at educating VA personnel on applying these standards effectively. A persistent enterprise asset data control layer will also be designed, deployed, and operated to ingest, standardize, validate, govern, and publish asset-related data consistently across all VA systems.

The performance period for this contract includes a one-year base period with two optional 12-month extensions. Throughout this period, the solution must preserve full data lineage and version history while ensuring conformance with established standards as new facilities or systems are integrated into the framework.
