VA - Styrofoam Recycling Pick-up and Removal Service - MRAS

The Department of Veterans Affairs (VA), in collaboration with the General Services Administration (GSA), is conducting market research to identify potential contractors capable of providing styrofoam recycling services for the VA Puget Sound Health Care System. This initiative aims to address the environmental impact of polystyrene waste generated by the Seattle Campus, American Lake Campus, and Magnolia Campus. By implementing a comprehensive recycling program, the VA seeks to reduce landfill contributions and promote sustainable waste management practices within its facilities.

The scope of work involves regular pick-up services for polystyrene waste at specified locations across the three campuses. The Seattle Division requires weekly pick-ups, totaling 52 times annually, while both the American Lake Division and Magnolia Campus necessitate monthly collections, amounting to 12 times per year each. Contractors are expected to manage self-service pick-ups from designated loading docks or truck loading areas where bins will be accessible during normal duty hours. Efficient coordination with VA personnel is crucial, particularly in notifying them if non-recyclable items hinder proper collection.

Contractors must ensure that all recycling activities are verifiable upon request and adhere to specific security requirements. Although contractor employees will not have access to sensitive VA information or require routine facility access, they will need intermittent entry under VA employee supervision. No background checks are necessary; however, a flash badge must be obtained for identification purposes during site visits. This contract highlights the VA's commitment to environmental stewardship while fostering collaboration with capable service providers through GSA's market research efforts.
