Description

The U.S. General Services Administration (GSA), on behalf of the Department of Veterans Affairs (VA), is conducting market research to identify potential contractors capable of executing a project at the Mann-Grandstaff VA Medical Center (MGVAMC) in Spokane, Washington. The primary goal of this initiative is to ensure the continued safety and operational efficiency of emergency eyewash and shower systems by replacing three existing electric tankless water heaters within the facility's Boiler Plant, located in Building 44.

This solicitation outlines a comprehensive Performance Work Statement (PWS) that details the scope and requirements for this project. Contractors will be tasked with removing and disposing of three obsolete electric tankless water heaters, identified as P-707A, P-707B, and P-707C, all located within Building 44 at MGVAMC. Following their removal, contractors are required to provide and install three new electric tankless water heaters specifically Chronomite BOXER Model # ERB-240L/480_3P or an approved equivalent at these same locations. This includes replacing any ancillary components such as conductors and conduit that may be necessary for optimal functionality.

In addition to installation, contractors must perform startup procedures, thorough testing, and commissioning of the new equipment to ensure compliance with relevant standards such as ANSI-ISEA Z358.1-2014 (R2020), International Building Code (IBC), National Electrical Code (NEC), and others outlined in the solicitation. All work must be executed by licensed journeyman plumbers and electricians in Washington State to guarantee adherence to safety codes and regulations.

The successful completion of this project will involve not only meeting all specified performance requirements but also restoring any affected areas to their original condition post-installation. Coordination with MGVAMC Engineering Service is essential throughout the process to minimize disruptions within the facility. The contractor's ability to deliver detailed documentation including product data, operation manuals, warranty documents, and ensure all installations are leak-free without causing breaker trips or nuisance alarms will be crucial for final acceptance by VA representatives.
