Description

The Department of Veterans Affairs (VA), in collaboration with the General Services Administration (GSA), is conducting market research to identify capable contractors for a new service requirement at the VA Puget Sound Health Care System. The primary objective is to ensure compliance with the Department of Transportation (DOT) and Federal Motor Carrier Safety Administration (FMCSA) regulations regarding commercial driver's licenses (CDLs). This initiative aims to support federal employees who are required to maintain CDLs by facilitating DOT physicals and managing controlled substance and alcohol testing programs.

The scope of work encompasses a comprehensive range of services, including the provision of non-personal services for DOT Commercial Drivers Physicals, as well as drug and alcohol testing program management. The contractor will be responsible for ensuring compliance with 49 CFR parts 40, 383, 391, 392, and 393 by supplying all necessary forms and coordinating medical review officer processes. Specific tasks include managing a driver drug testing pool, performing quarterly random selections for testing, maintaining documentation, auditing Drug & Alcohol documents required by FMCSR, and providing applicable reporting.

Additionally, the contractor will coordinate test site selection and laboratory specimen processing while ensuring that all aspects of these services are efficiently managed. A dedicated service specialist will be assigned to work closely with the designated Facility Point of Contact (POC) at VA Puget Sound Health Care System. The contractor must also establish clinics with providers on the National Data Registry for pre-employment physicals and various types of drug and alcohol testing such as random, post-accident, reasonable suspicion, return-to-duty, and follow-up tests.

Performance monitoring is a crucial component of this contract. The contractor is expected to create an electronic file in their secure area that acts as a centralized database for all drivers across various locations. This system should enable monitoring compliance levels through reports and statistical data analysis. Additionally, the contractor will provide audit support in case of DOT audits by offering regulatory assistance and ensuring documentation readiness. By doing so, this project aims to mitigate any potential liabilities arising from non-compliance while maintaining high standards in health care delivery within the VA system.
