The Purpose of this amendment is to post RFP Amendment 0002 and extend the closing date to 10/23/2025; 2PM CST. Questions and answers must be submitted in writing no later than 10/09/2025 at 2PM CSTvia email to: Anthony Browner at tac-aprocurementteame@va.gov and Mary Accomando at tac-aprocurementteame@va.gov.

This is a competitive acquisition for the award of a Firm-Fixed Priced (FFP) contract. The subject procurement shall be solicited as a 100% set-aside for Service-Disabled Veteran Owned Small Business (SDVOSB) using Contract Opportunities (SAM.gov). Award will be made to the best overall proposal, which is determined to be the most beneficial to the Government.

The VA Office of Information and Technology (OIT), End User Services (EUS), strives to provide high quality, effective, and efficient Information Technology (IT) services to those responsible for providing care to Veterans at the point-of-care as well as throughout all points of Veterans' health care in an effective, timely and compassionate manner. VA depends on Information Management/Information Technology (IM/IT) systems to meet mission goals.

OIT EUS is leading the effort to modernize alpha-numeric and numeric text messaging communication technology from mobile physical pagers, that utilize a combination of satellite and terrestrial radio networks, to a non-physical pager, non-life safety packet switching and Transmission Control Protocol (TCP)/Internet Protocol (IP) protocols mobile device software application text messaging communication solution architecture. The solution's mission critical principal strategic requirement shall be secure, encrypted, and Health Insurance Portability and Accountability Act (HIPAA)-compliant text messages.

Additionally, bedrock privacy, security, and performance characteristics of the solution shall include:

  • Security and privacy of Veteran data and information is built into the solution
  • Veteran Protected Health Information (PHI), Personally Identifiable Information (PII), Sensitive Personal Information (SPI) are protected (No unauthorized access and use)
  • Text messaging transmission is security enabled (All text messages encrypted)
  • No government data or information exists on device (No VA information or data exists, stored, or saved on device)
  • 100% separation of government/corporate and personal device data and information (Preserves end-user privacy)
  • 100% privacy of personal data (Reduces security risks with no data at rest and no data in transit)

Background
The VA Office of Information and Technology (OIT), End User Services (EUS), is dedicated to providing high-quality, effective, and efficient Information Technology (IT) services to support the care of Veterans. The agency relies on Information Management/Information Technology (IM/IT) systems to achieve its mission goals.

OIT EUS is spearheading the modernization of text messaging communication technology, transitioning from traditional mobile physical pagers to a secure, encrypted mobile device software application that complies with HIPAA regulations.

Work Details
The Contractor shall deliver a non-physical pager, non-life safety text messaging software application solution that meets Federal Risk and Authorization Management Program (FedRAMP) HIGH security standards. Key tasks include:
1. Providing a cloud-based Software as a Service (SaaS) solution for secure alpha-numeric and graphic communications.
2. Ensuring compliance with all relevant federal regulations including FIPS-199 Security Characterization HIGH.
3. Completing the process to obtain and maintain a VA Authority to Operate (ATO).
4. Offering program management, implementation, operations, maintenance, sustainment, and engineering support.
5. Providing optional tasks for additional SaaS licenses and support periods.
6. Ensuring that no government data is stored on devices used by the application, preserving end-user privacy.

Period of Performance
The contract will have a period of performance of 12 months from the date of award, with four optional 12-month extensions available, totaling a maximum of 60 months.

Place of Performance
The work will be performed at various VA facilities across the United States, including VA Medical Centers (VAMCs), Community Based Outpatient Clinics (CBOCs), field offices, and other remote locations.
