VA - Medical Category Management - MRAS

The Department of Veterans Affairs (VA), in collaboration with the General Services Administration (GSA), is conducting market research to enhance its Medical Category Management strategy. This initiative aims to align with the Office of Management and Budget's (OMB) Category Management Program, which seeks to optimize procurement practices across federal agencies. The overarching goal is to achieve best value for supplies, equipment, and services while adhering to Federal Acquisition Regulations and established guidelines.

The work requested under this contract involves a comprehensive approach to medical category management. Specifically, the contractor will assist in drafting and maintaining the annual Medical Category Management Strategic Plan, monitoring key milestones of category initiatives, and identifying opportunities for Best-In-Class (BIC) contracts. Additionally, the contractor will be responsible for preparing annual and quarterly reviews of BIC vehicles, troubleshooting category-generated spend data, and developing success stories related to category initiatives. These tasks are crucial for ensuring that the VA's efforts align with ongoing OMB PMO initiatives.

Furthermore, the scope of this work includes organizing and facilitating all category meetings, participating in governing board meetings related to the VA, Department of War (DoW), and OMB activities. The contractor will also be expected to prepare recurring management reports as needed. By leveraging strategic sourcing principles outlined in OMB Memorandum M-19-13, this project aims to improve vendor performance management and demand management within VA's procurement processes.
