VA - Legionella & Critical Water Systems Sample Testing - MRAS

The U.S. General Services Administration (GSA), on behalf of the Department of Veterans Affairs (VA), is conducting market research to identify capable contractors for a critical service contract. This effort involves the analysis of water samples from the Central Arkansas Veterans Healthcare System (CAVHS) facilities, specifically the John L. McClellan Memorial Veterans Hospital in Little Rock, AR and the Eugene Towbin Medical Center in North Little Rock, AR. The overarching goal is to ensure compliance with various VA regulations and standards related to water safety, including VHA Directive 1061 and ANSI/AAMI ST108:2023.

The contract requires comprehensive Legionella and critical water systems sample testing. Contractors will be responsible for analyzing water samples using Polymerase Chain Reaction (PCR) as a primary method for detecting Legionella bacteria. Any positive or indeterminate PCR results must be verified using the ISO Culture Method. The contractor must also provide all necessary materials for sample collection and shipping, ensuring timely overnight delivery of samples to their laboratory.

In addition to Legionella testing, the contract includes analysis of critical water systems used in Sterile Processing Services (SPS) and Dental Unit Water Lines (DUWL). These analyses are crucial for maintaining high standards in medical device processing and dental clinic operations within VA facilities. The contractor is expected to adhere strictly to ANSI/AAMI ST108 guidelines and provide detailed reports on findings, including colony-forming units per milliliter where applicable.

The estimated annual workload involves analyzing approximately 2,277 samples across various categories, with a potential maximum of 4,354 samples per year. Reporting requirements are stringent; results must be detailed and provided promptly following analysis completion.
