VA - Leavenworth CMOP Property Management - MRAS

The Department of Veterans Affairs (VA), in collaboration with the General Services Administration (GSA), is conducting market research to identify potential contractors for property management services at the Leavenworth VA Consolidated Mail Outpatient Pharmacy (CMOP) located in Leavenworth, Kansas. This initiative aims to ensure that the facility operates efficiently and safely, supporting the VA's broader mission of providing exceptional service to veterans. The contract will be established as a Blanket Purchase Agreement (BPA) with a Firm Fixed Price for specified services, as detailed in the Performance Work Statement (PWS).

The scope of work encompasses a wide range of property management services essential for maintaining facility operations at an optimal level. These services include locksmith tasks, plumbing operations and maintenance, and electrical system support covering both high and low voltage systems. Additionally, maintenance responsibilities extend to energy management control systems (EMCS), refrigeration units, ventilation systems, humidifiers, and renewable energy systems. The contractor will also be responsible for preventive maintenance on fire alarm and suppression systems.

Further responsibilities involve mechanical operations maintenance, grounds upkeep including lawn care and snow removal, as well as maintaining central vacuum systems and air compressors. The contract may also require seasonal tasks such as winterization and spring start-up of landscape materials. Other critical duties include maintaining architectural structures within the site boundary, ensuring life safety equipment like fire extinguishers are operational, managing locks and security devices including ADA door openers and DSX field devices.

It is important to note that while this BPA covers a comprehensive range of property management services, repair services will be procured under a separate contract. This strategic approach allows for specialized attention to repairs while ensuring continuous maintenance through this solicitation process.
