Description

The Department of Veterans Affairs (VA), through the General Services Administration (GSA), is conducting market research to support its Electronic Health Record Modernization Integration Office (EHRM IO). The overall goal of this initiative is to enhance the VA's healthcare delivery system by integrating cutting-edge technology solutions that facilitate seamless communication and data exchange across various health information systems. This effort is part of a broader strategy to deploy a new Federal Electronic Health Record (FEDERAL EHR) system that will improve healthcare outcomes for veterans.

The VA is seeking a firm fixed price contract for the procurement of Laurel Bridge Compass Router software, which will be deployed at VA facilities nationwide. The primary objective of this contract is to enable effective interfacing and communication between existing imaging modalities, such as Vista EMR and Radiology PACS, and the new FEDERAL EHR Oracle Health Multimedia Storage Vendor Neutral Archive. This involves implementing HL7 and DICOM routing with custom filters to manage Modality Work List and image routing efficiently. The contractor will also be responsible for translating critical patient-identification-related fields like medical record numbers and social security numbers to ensure compatibility between legacy systems and the new FEDERAL EHR during the transition phase.

In terms of specific tasks, the contractor is expected to provide brand name Laurel Bridge Compass software licenses along with professional services for their installation, configuration, and testing. This includes deploying both active use bundles for operational environments and test/development bundles for validation purposes. Additionally, they will supply tools like PowerTools Suite utilities for standalone DICOM & HL7 operations as well as Lighthouse Central Monitoring services. Professional services are also required for planning, software installation, connectivity testing, modality integration, and certification processes.

Complying with federal accessibility laws under Section 508 is crucial in this project; therefore, all information communication technology procured must meet specified standards ensuring compatibility with assistive technologies. Moreover, there are general requirements regarding sustainable product usage in IT procurements alongside stringent security measures aligning with VA's Zero Trust architecture model including IPv6 compliance and trusted internet connections.
